Note: will collect data for a few special cases after June 1. Feb 2005: Will complete work on merging the data, QC, filling gaps. Will issue draft inventory for external (outside of EPA) review. June 2005: External review period ends; begin incorporating revisions. July 2005: Complete incorporation of revisions; begin final QC. There are a number of nonpoint categories (and pollutants) where we will create a comprehensive, consistent set of estimates which we think will be sufficiently accurate. We will welcome S/L/T review and corrections, but because we have a consistent and documented method for these categories, the hurdle will be higher than has been in the past for submittals and revisions (i.e., not just submitting emissions #). Likewise, we will identify a list of nonpoint categories (and pollutants) where we need S/L/T data. These lists will help S/L/T prioritize their efforts re nonpoint stationary categories. Will conduct Peer Review of the NEI methodology and data set.

Basis for Emission Estimates EGU’s: CAMD CEM, DOE, S/L/T NonEGU Point: S/L/T (2002, 2001, 1999) NonPoint: EPA, S/L/T Onroad: FHWA, MOBILE6, S/L/T Nonroad: NONROAD Model, S/L/T EGU’s – We plan to use our emission estimates except for nonMercury HAPs, for which we will take S/L/T estimates. NonEGU Point – We rely heavily on S/L/T estimates, along with HAPS from MACT, TRI, and Industry. Will use 1999 estimates for some categories. NonPoint – We will generate estimates for all major categories and pollutants but will use S/L/T data where we determine it is better. OnRoad – Our goal is to use S/L/T model inputs and VMT where provided in a usable format. This goal depends largely on funding. NonRoad – Our goal is to use S/L/T model inputs where provided in a usable format. For nonmodel categories (Locomotive, Comm Marine, Aircraft), we will use S/L/T emissions where available.

It's ok w/us if they give us just annual, if they have no better basis for daily than we would calculate ourselves, or where emissions are essentially flat? EGU’s –Use no S/L data? Use only data from CEM (SO2, NOx), DOE fuel use plus AP42 ef’s (other criteria poll’s), Mercury & Other HAPs?. Mobile – Get emissions (tons) from S/L’s or just MOBILE model inuts (temperatures, vehicle mix) and VMT? Ag/Fires/Fug Dust - Improvements to methodology & activity data, transport modeling. RPO EI’s – How to feedback what we learn to each other? Need to compare schedules and processes. SIP EI’s - NEI and SIP EI’s may decouple at some point. Versions – Need to minimize but there will probably be NEI, modeling EI, Trends, RPO’s, SIP EI’s, Rule EI’s, etc. Access – Looking at ways to improve access to NEI via NEON, mapping tools, etc. QA/QC – Better feedback to data providers, more rigorous QC, better documentation of our procedures, better tools, meeting IQ guidelines. Peer Review – Looking at starting this soon for our procedures, preliminary data so that we can build in improvements based on review results.

EPA’s QC Priorities for S/L/T’s We are able to estimate emissions for electric generators, area sources, mobile sources Need State/Local/Tribes to provide data for and/or look closely at: Nonutility point sources Certain area source categories Largest emitters for each pollutant (eg top 50) Emissions, units (tons, lbs), stack parameters, locational coordinates, boiler size (esp top emitters) Use consistent site ID’s. If starting a new ID system, give EPA a crosswalk. S/L/T Data & QC Priorities – Emissions, units, stack parameters, locations, boiler size are most important for the largest emitters; these should be the priorities for providing and QC’ing data. Site ID’s – We need S/L’s to report the same site ID’s as they reported in previous years, to help us match sources in different versions of the NEI. If they overhaul their ID’s then we need a crosswalk of old ID’s to new ID’s.
