NMBM EPWP STANDING COMMITTEE ON APPROPRIATIONS 29 JUNE 2011 THE EXPANDED PUBLIC WORKS PROGRAMME (EPWP)

NMBM Performance 2009 / 10 Established an EPWP Office within the Municipality NMBM short listed in the Social Sector Programme as a finalist in the National EPWP Kamoso Awards Successfully hosted the EPWP Cities Network Forum involving all Metropolitan Municipalities.

Continue 2009 / 10 Participation of Emmanuel Haven and Ebenezer in the EPWP Non-State Sector resulting in 1350 beneficiaries employed. Facilitated and co-ordinated the Schools Repair & Renovation Programme and lobbied Cadbury SA to partner in the programme (R5million). Managed the implementation of Zwide & Kwanobuhle Beautification Cemetery Project Phase One (1), as EPWP Pilot Projects.

ACHIEVEMENTS NMBM exceeded it’s 994 FTE’s annual target by 226,05 FTE’s NMBM received an amount of R 2,599,600.00 for it’s excellent performance. The agreed target between NMBM & NDPW was achieved in the third quarter. EC – Infrastructure Sector: District municipalities work opportunities achievement against targets (April 2009 – March 2010)

NMBM Performance 2010 / 11 NMBM entered into MoU with NDPW on the following: Minimum Performance threshold = 1 342 FTE’s Performance Target = 2 761 FTE’s Indicative Allocation = R12, 404m Won Kamoso Award for the Best Co-operative & Emerging Business Development in the Environment & Culture Sector (March 2011) Short listed as finalist in the EPWP Social Sector, Best Innovative Project in the Kamoso Awards (March 2011) Develop the NMBM EPWP Policy which still needs to be endorsed by council before August 2011.

Continue 2010 /11 Facilitated the training of 30 NMBM Officials on Labour Intensive Construction (LIC) (29 – 31 March 2011) Facilitated the training of 131 Cleansing Co-operatives by NDPW. (Training by P.E. FET on various short courses to start by July 2011) Hosted an EPWP INDABA that developed the strategy for up scaling the implementation of EPWP in the Institution (April 2011) NMBM is currently the only municipality implementing EPWP in all Sectors, in the province

EPWP FOCUS AREAS (1) Infrastructure development and maintenance Low volume roads (less than 500 vehicles per day). Side and non motorized transport infrastructure Storm drainage and trenches Resurfacing of identified roads Housing provision, which in addition to onsite activities will include the manufacturing of building material. Youth, women, and people with disabilities development and learnership i.e. Vuk’uphile. Minor works, repairs and renovations to municipal buildings. Peer educators, environment and waste management educational awareness programmes

PROPOSED SOLUTIONS Introduce the NMBM EPWP Policy EPWP to be included in the Key Performance Indicators (KPI) of the Executive Directors Projects to be designed to suit labour intensive construction Require the services of EPWP Technical Support form NDPW
