OIC Experience with Local Government XML & E-commerce Special Interest Group [XZIG] established in Dec 1999 by Sun Microsystems when joined OIC. Example of how members drive ZIGs & ZAGs SUN sponsored 2000 12 month programme

Local Government Tenders In Jul 2000 the OIC Tender Information Management Service [TIMS] was released as an XML application. Many of the early tenders were from local Government In Sep 2000 there was a tender issued by a Syndicate of 9 NSW Councils for a standard Name & Address file structure which was appropriate for XML. This tender led to the formation of the OIC Local Government & E-commerce Interest Group [LZIG]

2001 Survey NSW Local Government In Feb 2001 the Federal Department of Employment, Workplace Relations & Small Business [DESRSB] joined the OIC and LZIG. DEWRSB commissioned 3 surveys on 172 NSW Local Government Agencies. The objective of these surveys were: “to address the relevance of XML in the adoption of On Line Service Delivery by Local Government Agencies in NSW”

Requirements of Contract A Fixed Price - 3 month contract B Surveys - used Active Server Page Web surveys 1 Liaison Contact and Manager 2 Internet applications - interest level & priority status 3 Current computerised applications C Payment structure 1 30% to commission contract 2 30% after first 2 surveys were completed 3 40% if more than 50% Local Government Agencies responded - 56% Lgov agencies completed 3rd survey

XML for easier E-biz Standards An outcome from speakers at XZIG Seminars in 2000 and 2001 was a better understanding of how Federal, State and Local Government envisaged XML would enable more effective E-commerce applications over the Internet. OIC members have developed a number of XML applications include the TIMS tender Schema to share that information with Local Government e-Service and e-Business application developers.

ebXML Australia The OIC is a member of ebXML Australia ebXML Australia is chaired by Keith FINKELDE E-commerce Project Director of Super EC. Keith has spoken at several OIC XZIG meetings TIMS has been submitted as an XML standard. We are endeavouring to work with the Syndicate of 9 NSW Metropolitan Councils to see if they will participate in developing an XML Name & Address standard for NSW Councils
