Tourism – global [1] WTO recorded 924 million international arrivals in 2008, with a growth rate of 2% from 908 million in 2007. The overall 2% growth in international tourism for 2008 builds on the strong results of the first part of the year before the collapse of the financial markets. The second half of the year showed an abrupt shift in trend with international tourist arrivals flat or showing negative growth in each of the last six months of 2008.

Tourism – continental [2] Africa receives just under 5% of global tourist arrivals. South Africa on average, receives 33% of the total tourist arrivals to sub-Saharan Africa. South Africa is ranked 8th in the region [Middle East and Africa] and 61st overall, with a stable performance since last year. [2009 Travel and Tourism Global Competiveness Report]

Tourism – national [3] Tourism in SA has grown rapidly since 1994, with a strong growth of 10.8% per year between 2004 and 2007. SA received a total of 9,591,828 international arrivals in 2008 [5.5% growth from 2007]. In quarter 1 of 2009, SA received a total of 2,427,203 international arrivals [2.5% decline from 2,490,248 in Q1 2008].

Tourism – provincial [4] The Western Cape received 1,63 million international arrivals in 2008 from 1,763,631 in 2007 [7.5 percent year-on-year decline]. Total spend from international arrivals to the Western Cape in 2008 was R20.8 billion [16.2% growth from 2007]. Total bednights spent in the Western Cape by international visitors in 2008 was 21,077,852 [5% growth from 2007].

Tourism in Provincial Government All provinces: Plan and initiate the development of all dimensions of the Industry. Lobby for the provision of Tourism industry growth-unlocking infrastructure. Regulate the industry. Support the protection of the cultural & environmental heritage. Market the destination and its product offerings.

The Western Cape’s Tourism Model [1] The Provincial Department of Economic Development and Tourism is responsible for the provincial vision and strategy for tourism in the Western Cape. The Western Cape Tourism Development Framework which is the 10-year vision, strategy and detailed development programme for the industry in the Province shaped jointly by the Four Social Partners, with extensive community consultation. The Western Cape Tourism Development Partnership which is made up of representatives of the Four Social Partners to foster joint planning, budgeting & implementation of all our interventions.

The Western Cape’s Tourism Model [2]

The Western Cape’s Tourism Model [3] The WCTD Partnership: Is the formally constituted co-operative governance body [as derived from the Western Cape’s Provincial Development Council’s (PDC) Tourism Task Team]. Acts collectively to develop the detailed policies, strategies and interventions for tourism. Ensures that the partners act in an aligned manner to achieve cost-effective use of our collective resources. Meets on a quarterly basis. Has sub-committees that meet at least twice within a quarter.

The Western Cape Tourism Development Framework [1.1] The WCTD Framework is based on national mandates, policies, strategies, programmes, interventions and recommendations from the following sources: The Integrated Tourism Development Framework [ITDF], 2002 and the ITDF Review 2008. The three Tourism research papers undertaken as part of the Micro-economic Development Strategy [MEDS] for the Western Cape – Research Papers 2005: Volume B. The Executive Summary of the three Tourism research papers [as extracted from the MEDS Synthesis Report July 2006].

The Western Cape Tourism Development Framework [1.2] The MEDS Tourism Implementation Plan, dated 06 February 2006 [The Department's inputs]. A comprehensive zero-based strategic planning exercise for the Tourism Sector conducted by the Department The engagement with the public sector and the comparative analysis of existing provincial, metropolitan and district tourism strategies, March 2007. The engagement with the 4 social partners being Government, Labour, Civil Society and Business of the WCTD Partnership, March 2008. The updated strategic inputs to the 5-year strategy, July 2009.
