Key areas from the previous year Implementation of the National Sport and Recreation Plan Amendment of the National Sport and Recreation Act, Act 110 of 1998, and repeal of South African Boxing Act, Act 11 of 2001, Provincial academies bill 2016, South African Institute for Drug-free Sport amendment bill 2016 Improving working relations between SRSA and DBE Building of Sport and Recreation facilities in rural areas Municipal Infrastructure Grant (MIG) and the Urban Settlement Development Grant (USDG) funds for Sport and Recreation Improved governance by federations and entities Funding for Sport and Recreation development

Mission A vibrant people’s assembly that intervenes and transforms society and addresses the development challenges of our people; Effective oversight over the Executive by strengthening its scrutiny of actions against the needs of South Africans; Participation of South Africans in the decision-making processes that affect their lives; A healthy relationship between the three arms of the State, that promotes efficient co-operative governance between the spheres of government, and ensures appropriate links with our region and the world; and An innovative, transformative, effective and efficient parliamentary service and administration that enables Members of Parliament to fulfil their constitutional responsibilities.

Vision The current vision of Parliament is to be an activist and responsive people’s Parliament that improves the quality of life of South Africans and ensures enduring equality in our society. The vision of the committee would be: “To build an effective Portfolio Committee which serves as an activist in matters of sport and recreation and is responsive to the needs of the people to redress, transform and provide access to sport and recreation in order to improve the quality of life of the people of South Africa”.

Mandate Exercising oversight over the Department of Sport and Recreation and its statutory bodies, namely Boxing South Africa and South African Institute for Drug-free Sport Consideration of International Agreements referred to it Consideration of the Budget Vote of the Department of Sport and Recreation Facilitation of public participation in its processes Consideration of all matters referred to it in terms of legislation, the Rules of Parliament and resolutions of the House

National Development Plan Promote the sharing of public spaces and common experiences. Ensure that the demographics of each sporting code approximates the demographics of the country. Adequately resource school sport. Provide adequate facilities and ensure that these are maintained. Encourage communities to organise sporting events, leagues and championships. Encourage corporate investments in grassroots sports.

2014-2019 MTSF The Committee’s Strategic Plan is informed by the strategic priorities as identified in government’s 2014-2019 Medium Term Strategic Framework (MTSF). The key strategic objectives are: Rural development, land and agrarian reform and food security Radical economic transformation, rapid economic growth and job creation Ensuring access to adequate human settlements and quality basic services Improving the quality of and expanding access to education and training Ensuring quality health care and social security for all citizens Fighting corruption and crime Contributing to a better Africa and a better world Social cohesion and nation building.

Strategic goals of Parliament Goal 1: Substantially improve programmes for capacity-building and development; Goal 2: Considerably improve timeliness, quality and overall value of information; Goal 3: Significantly improve the usage and management of limited space and facilities; Goal 4: Meaningfully contribute to providing greater efficiency in both the processes and resources of Parliament; Goal 5: Substantially improve the overall outcomes of the legislative sector

Outlining strategic objectives STRATEGIC GOAL STRATEGIC OBJECTIVES Enhance Parliament’s oversight and accountability over the work of the Executive to ensure implementation of the objectives of the Medium- Term Strategic Framework (MTSF) 2014-2019 Enhance scrutiny of the budgeting process. Ensure sufficient time is allocated to do committee work Improved team work amongst staff to support the committee and members. Quality reports and timeous submission Provision of adequate facilities to conduct Committee work. Enhanced public involvement in the processes of Parliament to realise participatory democracy through the implementation of the public involvement model by 2019 Promote public participation and involvement through open public hearings, oversight, legislation and educational programmes Disseminate information and documents through various media platforms  

Outlining strategic objectives STRATEGIC GOAL STRATEGIC OBJECTIVES Co-operate and collaborate with other spheres of government on matters of common interest and ensure co-operative and sound intergovernmental relations Ensure cooperative governance Enhanced parliamentary international engagement and co-operation Expand knowledge through international exposure – learning from developed and other developing countries. Build a capable and productive parliamentary service that delivers enhanced support to Members of Parliament in order that they may efficiently fulfil their constitutional functions Develop efficient support systems to enhance the efficient functioning of the committee.

Outlining strategic objectives STRATEGIC GOAL STRATEGIC OBJECTIVES Enhanced ability of Parliament to exercise its legislative power through consolidation and implementation of integrated legislative processes by 2019 in order to fulfil its constitutional responsibility   Process, pass and monitor implementation of relevant legislation. Ensure that the public is central in the processing of legislation & scrutinising of Executive action.

Strategic Priorities of the Committee SRSA Implementation of the National Sport and Recreation Plan Redressing the legacies of the past through provision of sport infrastructure and sport development programmes Increasing efforts to ensure that there is proper transformation is sport which depicts the demographics of the country Improved governance and administration of the department and its entities and the conditional grant. Enhance the Inter-ministerial cooperation and collaboration programmes Monitoring the implementation of the international agreements, collaboration and cooperation. Supporting the performance of the national teams in the international competitions. Proper monitoring and evaluation systems for the implementation of NSRP and the usage of the conditional grants for sport development.

Strategic Priorities of the Committee SAIDS Improved governance and administration of the entity, especially the Supply Chain Management processes Development of the guidelines for testing of athletes at schools in collaboration with the Department of Basic Education Regular updates and promulgation of information regarding banned substances in sport and recreation. Regular tests on all national athletes who are to represent the country in all competitions Reporting regularly to the committee and the department

Strategic Priorities of the Committee BOXING SA Clean governance and administration of the Sport Implementation of development programmes Improved financial performance of Boxing SA Development and implementation of the legislation for Boxing
