Feedback from the TFIAM/ACCENT workshop on non-binding aspirational scenarios for 2050. 5-6th March 2009, Utrecht 6 Main aims of the workshop: What are the relevant long term targets for air pollution policy? How much do emissions need to be reduced? What would an ambitious climate policy contribute to the goal of reducing air pollution? What steps have to be taken to further reduce air pollution? How could aspirational targets be implemented in a new protocol? Conclusions and recommendations

Conclusions and recommendations: The workshop strengthened the case for aspirational air pollution targets because of (1) the need to maintain an air quality focus, (2) to counter-balance the potentially harmful impacts of climate policies and (3) to provide additional incentives to climate change policy. Intermediate objectives are important both in terms of ELVs and emission reductions. It was suggested that aspirational targets should be identified in a protocol, so that they will be taken up later. Note, that there was no suggestion that any targets for 2050 would be binding. It was suggested that we have a long term vision.

Conclusions and recommendations continued: An integrated approach to AQ and CC policy is needed. CC policies will not solve AQ issues. Long term quantitative AQ targets should be enforced. For example, achievement of critical loads. A discussion was had over whether AQ policy should focus on all pollutants including GHG emission reductions that are required for AQ improvements (eg. CH4 and N2O). CC targets are based on the basket of GHGs, so there are no pollutant specific targets that can be influenced.
