Vision: Mainstreaming OER in NL Stimulate development and use of OER Improve access to both open and ‘closed’ digital learning materials Support teachers in arranging their own learning materials and professionalization Increase teacher involvement in development and use of OER Extend options for customized education Increase quality of education through more flexible and up-to-date learning materials 2

From Launch to full Operation Dec. 2008 / LAUNCHING idea by Minister ambitious and complex program 2009 – 2011 / INITIAL IMPLEMENTATION intense user evaluation many committed stakeholders good progress, and … bottlenecks and lessons 2011 – 2013 / TOWARDS SUSTAINABILITY fully utilize user participation clearly differentiate between educational sectors increase commitments of communities facilitate recognition of teacher activities 3 3

Organisation

A lot of different sources findable in Wikiwijs Teacher made materials

Results Wikiwijs 34,997 Lessons available through Wikiwijs 950,971 Building blocks available through Wikiwijs 34,997 Lessons available through Wikiwijs

From Research Usage of digitized learning materials Quantity of digitized materials used is 30%; Desired quantity 45% Division between open & closed dig. materials 52%:48% 77% of teachers don’t experience any pressure to work with digitized materials Sharing 81% of teachers willing to share within own school 38% of teachers willing to share on the internet

Biggest obstacles Quality assurance - wisdom of the crowds only works if the crowd is big enough ICT-didactic skills of teachers - varies enormously between teachers Sharing of materials Too little obligation; depending too much on voluntary participation Difference between educational sectors - digitized materials, adaption, look&feel Resistance to change ‘human factor’

Lessons learned Address every level; not only teachers but also policy makers, school managers, teachers and others System for quality assurance from the start Make participating less voluntarily Recognition of participation Hands-on support for teachers, & start at teacher’s schools Give it time to grow / allow people to adapt

Thank you! Dennis van der Helm d.vanderhelm@kennisnet.nl Programme manager
