Key Work Efforts Develop for the NANC a report on the feasibility of establishing a 3-digit code for a national suicide prevention and mental health crisis hotline system by April 11, 2019, and submit the report to the FCC by May 13, 2019 Develop for the NANC a report that recommends a fee structure for users of a reassigned numbers database by May 12, 2019, and submit the report to the FCC by June 12, 2019 The NAOWG has been focused on finishing the 3-digit code feasibility report first Develop for the NANC a Technical Requirements Document (TRD) for a reassigned numbers database by May 12, 2019, and submit the TRD to the FCC by June 12, 2019 The NAOWG’s Contract Oversight Subcommittee (COSC) is developing the TRD

Background on 3-Digit Code Feasibility Report On February 14, 2019, the NAOWG presented its report and recommendation to the NANC. The NANC deferred the vote on the report, awaiting a few edits, expecting to vote on the report via email the following week. On February 22, 2019, the FCC further directed the NANC, through its NAOWG, to address the following additional questions in the report: If the FCC were to determine that adopting a 3-digit dialing code for a suicide prevention and mental health crisis hotline system is warranted, what N11 code or non-N11 3-digit code would the NANC recommend, and why? If the NANC recommends designating a new code that does not use a number sign or star (e.g., 999) we direct the NANC to consult with the North American Numbering Plan Administrator to determine 1) if there is a specific code or codes best suited for this purpose, and 2) the impact of using that code or codes on NANP exhaust. If the NANC were to recommend repurposing an existing N11 dialing code, which of the existing codes would it recommend be repurposed, and why? Please obtain and analyze call volume/utilization data for the recommended code, compared to other codes, from as large a service provider sample as possible. If the NANC were to recommend an existing N11 code, which of the existing codes would it recommend for expansion, and why? Among the above three options, which would the NANC recommend? For the 3-digit code recommended, please explain in detail the steps required to implement use of that code and an estimated timeline for implementation. Include in this explanation an analysis of the costs to implement the code for service providers, states and localities, and the Federal government. Use the reports from the Department of Health and Human Services’ Substance Abuse and Mental Health Services Administration and the Department of Veterans Affairs’ Veterans Health Administration for any information relevant to the cost analysis.

Key Activities for 3-Digit Code Feasibility Report To obtain and analyze call volume/utilization data for each of the N11 codes from as large a service provider sample as possible, the NAOWG asked the following associations for assistance in collecting and aggregating call volume/utilization data for the period December 1, 2018 through February 28, 2019: To determine whether to recommend a new non-N11 code that does not use a number sign or star, the NAOWG asked: NANPA to determine 1) if there is a specific code or codes best suited for this purpose, and 2) the impact of using that code or codes on NANP exhaust. NANPA suggests a 3-digit code that corresponds to an Easily Recognizable Code (ERC) area code. iconectiv to identify the top ten central office codes with the fewest assignments in its Business Integrated Routing and Rating Database (BIRRDS), so the NAOWG could identify a corresponding 3-digit code that minimizes the need to implement a post-dial delay or mandatory 10-digit dialing where those codes are assigned in 7-digit dialing area codes. Key Activities for 3-Digit Code Feasibility Report To help inform its deliberations, the NAOWG has submitted questions and requests for information to: the Department of Health and Human Services’ Substance Abuse and Mental Health Services Administration (SAMHSA) the Department of Veterans Affairs’ Veterans Health Administration (VA) the Alliance of Information and Referral Systems (AIRS) AIRS is a non-profit professional association that provides standards, accreditations and certifications for the community information and referral sector, including for United Way (nationally, about 50% of 211s are operated directly by a United Way) the National Association of State 911 Administrators (NASNA) The NAOWG continues to work on revising the report and expects to have its work completed by April 11.
