AHSC Greenhouse Gas Emission Reductions Senior Program Manager January 26, 2017 Jennifer West GreenTRIP Senior Program Manager Introduce myself, TransForm and City Council in Emeryville

For More Information Please Visit: TransForm - GreenTRIP Certification GreenTRIP Connect Research, Policy & TA AHSC Great Communities Collaborative (since 2008) MTC Regional Prosperity Plan www.TransFormCA.org www.Facebook.com/TransFormCA Carli Paine Transportation Program Director carli@TransFormCA.org 510-740-3150 x315 Since 2008 when Ann Cheng developed our certification program. Context of AHSC within Bay Area work around equity and climate change – advocates, policy makers, researchers.

Purpose of AHSC “To reduce Greenhouse Gas emissions (GHG) through projects that implement land-use, housing, transportation… to support infill and compact development…”

GHG Scores = 30 pts possible Efficiency of Reductions Score (GHG reductions over AHSC funds requested) Total Project GHG Reductions Score Max 30 points Total GHG reduction score = + Competitive program means that your score depends on how other applications do. Score is relative. South San Francisco (ICP, Urban Center) project scored 6 on both bins with a score of 2,496 MT CO2 reduced. And $8.88 m AHSC funds requested. Final score 65% Santa Clara County, Sunnyvale Benner Plaza: (TOD, Urban Center) scored 3 on both bins with 4,516 MT CO2 reduced and $9.6m AHSC funds. Final score 62.5%

TransForm’s role Worked with over 40 applicants in 2016 Technical Assistance (SGC) Enterprise team (Bay Area) TA with SCAG (SoCal) Direct clients (all over state) TOD, ICP and RIPA

Highest GHG Reductions (2016) Size (# units) of housing – larger, density Mixed use project New transit service brings largest GHG reductions = partner with transit agency Reduced parking Close to jobs Transit passes Location Range for number of units in awarded projects (only for 12 projects we worked on): 61-162 units. Average: 107 units. Average parking ratio: .6 spaces/unit. Seven had transit passes for residents. Average award: $11.7 m. Average GHG MT CO2 reduced: 13, 521 MT CO2, Average Percentage score: 82.94%

Project Setting Caps = maximum GHG reductions for housing (CalEEMod) San Mateo County projects – likely Urban Center, Suburban Center or Low Density Suburban

Recommendations Know your GHG reductions well – consider during project planning, partner with transit agency for potential greater reductions Use GreenTRIP Connect - GHG reductions (estimate) Use GreenTRIP Parking Database Apply for GreenTRIP Certification – includes many AHSC strategies Strongest Recommendation – Complete GHG pre-evaluation before AHSC NOFA release (likely June 2017)

Connect.GreenTRIP.org Brought a few examples of the report from Connect for a San Mateo project.

80 Database.GreenTRIP.org database.greentrip.org There are three sites in San Mateo county, two are MidPen sites with transit passes. We also completed a report with MidPen, SamTrans and Enterprise in 2015 on best practices for managing a residential transit pass program. Let me know if you would like more info.
