Contract Services Background On-call Project Management Services on an as-needed bases for: Developing project scopes Preparation of Plans, Specifications, and Estimates Plan review Management and monitoring of project schedules and budgets Coordination of efforts between multiple City departments and outside agencies Obtaining entitlements Coordinating project procurement process
Why Contract Services? When City staff is not readily available, Consultants will provide services and expertise Ensure CIP projects continue to be delivered in a timely and efficient manner When a CIP project is identified, consultants will be solicited for their respective proposals Selection will be based on qualifications, expertise, availability, and cost Available to all City departments to assist with their CIP projects
Selection Process - Proposals Panel awarded proposers points based on the following: Project Understanding (25 pts) Project Approach (25 pts) Ability to Perform (15 pts) Experience (25 pts) Local Pasadena Business (5 pts) Small and Micro-Business (5 pts)
Selection Process - Interviews Panel awarded interviewees points based on the following: Project Experience (25 pts) Firm’s Understanding and Technical Approach (25 pts) Understanding and Approach to Key Issues (20 pts) Experience/partnership w/ Public Agencies (20 pts) Local Pasadena Business (5 pts) Small and Micro-Business (5 pts)
Recommendation Find the proposed action is exempt from the California Environmental Quality Act (CEQA) in accordance with Section 15061(b)(3). The General Rule that CEQA only applies to projects that may have an effect on the environment; and Authorize City Manager to enter into a contract, without competitive bidding pursuant to City Charter Section 1002(F), for professional or unique services with Anderson Penna Partners for On-call Project Management Professional Services for three years with two, one-year options at the discretion of the City Manager in an amount not to exceed $200,000 per year, for a total of $1,000,000; and
Recommendation (cont’d) Authorize City Manager to enter into a contract, without competitive bidding pursuant to City Charter Section 1002(F), for professional or unique services with KOA Corporation for On-call Project Management Professional Services for three years with two, one-year options at the discretion of the City Manager in an amount not to exceed $200,000 per year, for a total of $1,000,000; and Authorize City Manager to enter into a contract, without competitive bidding pursuant to City Charter Section 1002(F), for professional or unique services with PSOMAS for On-call Project Management Professional Services for three years with two, one-year options at the discretion of the City Manager in an amount not to exceed $200,000 per year, for a total of $1,000,000; and
Recommendation (cont’d) Authorize City Manager to enter into a contract, without competitive bidding pursuant to City Charter Section 1002(F), for professional or unique services with RWBID Construction Management for On-call Project Management Professional Services for three years with two, one-year options at the discretion of the City Manager in an amount not to exceed $200,000 per year, for a total of $1,000,000; and Authorize City Manager to enter into a contract, without competitive bidding pursuant to City Charter Section 1002(F), for professional or unique services with Simplus Management for On-call Project Management Professional Services for three years with two, one-year options at the discretion of the City Manager in an amount not to exceed $200,000 per year, for a total of $1,000,000.
