Agenda Administrative items Introduction The regulatory summaries November 2009 Agenda Administrative items Required notices Review and approve teleconference minutes Introduction The regulatory summaries North America European Union Asia FOCUS: Input to ERM TG11 on EN 300 328 v1.8.1 FCC changes in the 5GHz band Rich Kennedy, Research In Motion

Administrative Items November 2009 Ad Hoc Committee rules (per Adrian) Introduce the ethics etc... slides in your meetings,  you should not call for essential patents AHC,  is a "committee of the whole" of the WG - i.e. any WG member can contribute; in practice, anybody who turns up can speak During f2f meetings,  you can hold formal votes of only the voting members of 802.11; on a telecon you can take straw polls,  but not formal votes Required notices Affiliation FAQ - http://standards.ieee.org/faqs/affiliationFAQ.html Anti-Trust FAQ - http://standards.ieee.org/resources/antitrust-guidelines.pdf Ethics - http://www.ieee.org/portal/cms_docs/about/CoE_poster.pdf IEEE 802.11 Working Group Policies and Procedures - https://mentor.ieee.org/802.11/public-file/07/11-07-0360-04-0000-802-11-policies-and-procedures.doc Chair and Secretary Chair is Rich Kennedy (Research In Motion) Recording Secretary needed Rich Kennedy, Research In Motion

Don’t discuss the interpretation, validity, or essentiality of patents/patent claims. Don’t discuss specific license rates, terms, or conditions. Relative costs, including licensing costs of essential patent claims, of different technical approaches may be discussed in standards development meetings. Technical considerations remain primary focus Don’t discuss or engage in the fixing of product prices, allocation of customers, or division of sales markets. Don’t discuss the status or substance of ongoing or threatened litigation. Don’t be silent if inappropriate topics are discussed … do formally object. --------------------------------------------------------------- See IEEE-SA Standards Board Operations Manual, clause 5.3.10 and “Promoting Competition and Innovation: What You Need to Know about the IEEE Standards Association's Antitrust and Competition Policy” for more details. Introduction Outputs from this group must go through 802.18 Purpose November 2009 Introduction Purpose Improve the working relationship between the technical experts and the regulatory specialists, especially when it comes to critical technical issues Scope The group will review new regulatory changes or impending changes affecting 802.11 standards Each meeting will focus on the most critical issue at the time Critical Issue Focus Direct impact on IEEE 802.11 current and future products Response/Input deadlines Coordination with IEEE 802.18 (RR-TAG) Coordination with the Wi-Fi Alliance Outputs from this group must go through 802.18 Rich Kennedy, Research In Motion

Regulatory Summary – North America November 2009 Regulatory Summary – North America US The TV White Spaces Next phase of database definition will open ? Response to reconsideration petitions – early 2010 DFS certification (see FOCUS slides) Currently channels overlapping 5600 – 5650 MHz must be blocked All DFS bands temporarily restricted to INDOOR New BIN1 radar pattern expected in December Canada Mexico Rich Kennedy, Research In Motion

Regulatory Summary – European Union November 2009 Regulatory Summary – European Union ERM TG11 - EN 300 328 revision See FOCUS slides WG SE24 - 5GHz RLANs OBA Report has been sent back to SE24 for clarifications Next SE24 meeting is in the spring Digital Dividend findings Move quickly to open Mobile Broadband spectrum (790 – 862MHz) Support “research into ‘frequency-agile’ mobile communications systems” Adopt “a common position on the potential use of the ‘white spaces’” “…strategy to ensure an efficient ‘migration path’ for current users and producers of” wireless microphones Ofcom Consultation: Geolocation for Cognitive Access Closes February 2, 2010 Rich Kennedy, Research In Motion

Regulatory Summary - Asia November 2009 Regulatory Summary - Asia No updates at this time Rich Kennedy, Research In Motion

FOCUS: TG11 Progress For operation under EN 300 328 rules (approved): November 2009 FOCUS: TG11 Progress For operation under EN 300 328 rules (approved): Concerning the formula for MU: MU = (P[mW]/100 mW) x DC Note: DC = (TxOn/(TxOn+TxOff) Concerning the limit for MU MU < 10%, providing : we have agreed numbers for max Tx-ON, min Tx-Off time, Averaging Time power is averaged over the Averaging Time BW for non-adaptive systems BW for non-adaptive non-hopping systems: < 20 MHz The TG11 chair has declared this discussion closed Will now work on definition for adaptivity Rich Kennedy, Research In Motion

FOCUS: FCC 5GHz Band Changes November 2009 FOCUS: FCC 5GHz Band Changes Interference with weather radars at airports in a number of states has prompted changes Temporarily (FCC KDB 443999): “devices will not permit operations on channels which overlap the 5600 - 5650 MHz band” Operation in 5250 – 5350 MHz and 5470 – 5725 MHz bands is restricted to indoor With these stipulations, certification can begin again Pending: NTIA will supply new BIN1 radar test pattern FCC continues to study outdoor operation in these bands New procedure should be ready in December which could reopen 5600 – 5650 and outdoor operation Rich Kennedy, Research In Motion
