Welcome… Select Committee for COGTA 12 April 2016 SALGA Framework for the Transition 1

Background SALGA NEC in November 2015 approved the Framework for the Transition to guide municipalities through the transition during the 2016 Local Government Elections The Framework sets out the support SALGA will be providing to municipalities prior to, during and after the election The timeline that follows also indicates the steps to be taken in and by the municipality The timeline reflect actions within the municipality and does not reflect the IEC timeline which will be developed by the IEC

Framework for the Transition 3 main components to the Framework for Transition: • Councillor Welfare, Support and Capacitation, which includes: o Councillor Induction Programme o Social Plan for councillors • Guidance on specific governance aspects to be addressed before, during and after the elections – guidelines in this regard were developed to assist municipalities • Communication plan

Timeline Preparation for the election – up to 2 August 2016 Election day 3 August 2016 Declaration of results no later than 10 August 2016 (7 days) 1st council meeting for metro and local – 14 days after declaration of results 1st council meeting for district- 14 days after district reps appiointed Councillor Induction – After 1st meeting of districts Governance preparations by municipalities Individual municipal support provided to IEC Declaration of results by IEC and councillors declared elected MM or designated official to chair meeting General CIP IEC timeline for nomination and voters’ roll Social plan for incoming councillors IEC to assist in election of office bearers Sector specific induction MEOs appointed Office bearers and district reps elected Office bearers elected Ward Committee elections

CIP Councillor Induction Plan: Councillor capacitation done through SALGA Centre for Leadership and Governance Differentiated approach Full learning pathway for Councillors set out in further slide CIP will be accredited Materials Review, Design and Development finalised Stakeholders have been consulted Learning Management and Engagement System - an electronic platform taking into account the life cycle of councillors and allowing for effective collection and management of data recording the learning journey of Councillors during term ICIP Funding Mobilisation in process CIP and Social Plan will be aligned

Social Plan Social Plan for Councillors Focus on: Finance Management (Investment management solutions for pension and gratuity); Enterprise Development; and Skills Development Exiting councillors provided with access to information which: Educates councillors on personal financial and wealth management and planning, Enables participation in existing enterprise development and skills development programmes and initiatives, Familiarise councillors with the operations and beneficiation of the once off gratuity payments to be made to non-returning councillors post elections.

Governance support A number of documents and guidelines have been developed to support municipalities with governance aspects prior, during and after the elections and in particular the aspects identified in the timeline developed Documents will provide assistance to outgoing executive councillors, the administration as well as the incoming executive councillors. The documents are listed below Documents will be provided to all municipalities Transition framework with all documents will be launched at the SALGA National Members’ Assembly to be held on 19-20 May 2016 NMA focus on the transition in local government and the readiness of the sector

Governance support Governance support prior, during and after the elections Activities prior to the election: Appointment and terms of reference for Municipal Election Officers Continued meetings of governance structures during the election period and the extent of delegation of powers to heads of administration during the transition Funding of municipal activities related to elections Guideline for a report on strategic issues to bring to the attention of the newly elected political office bearers The role of the Municipal Manager during the transition Rules of Order – to be adopted by municipalities prior to the election

Governance support Activities during the election: Guidelines for the first council meeting, including a draft agenda and oath for councillors Guideline Document on the Roles and Responsibilities of Political Structures, Political Office Bearers and the Municipal Manager Activities after the election: Guideline for the appointment of municipal managers The relationship between district and local municipalities and reporting mechanisms A flow chart explaining support, monitoring and the application of Section 139 of the Constitution

Communication Communication plan: SALGA in collaboration with the Department of Communication and CGIS developed a communication plan The purpose of the communication plan is to ensure positive communication regarding local government, to celebrate 15 years of democratic local government and to set a positive tone for the 2016 Local Government Elections
