Task Force Reference Paper Questions

1) Is the implementation of a legal base slowed down? No, but as announced previously it will be difficult to complete the process for the LUCAS Survey 2018, but we will try.

2) Is there a list of parameters user needs? A user survey is done regularly and has been updated end 2014/beginning 2015. Parameters needed are collected in this framework. To define more detailed requirements for the in-situ-modules on soil and grassland/transects and for Copernicus specific activities have been set-up and results will be presented end of the year.

3) Non feasibility of a mixed approach? This does not mean that Member States data should not be integrated. Member States data will be integrated as far as available. It means that a survey mainly for in-situ information is still needed but it should be implemented by the Commission. The problems of the mixed approach – parts of the in-situ survey done by Member States, parts done by the Commission - are explained in detail in the relevant presentation.

4) Why is EAGLE not mentioned among standard classification EAGLE is a semantic transformation tool or a conceptual frame for mapping between different classifications, currently it is not at recognised standard adopted by a wider community such as UN, European Commission…

5) Further information on crops and forests statistics and the relation to LUCY statistics For forests and crops only some totals should be collected as statistics coming from Member States. These totals are needed in order to sum up the total country area to 100%. These totals need to match the totals in other statistical fields for the same year. Forest& crops statistics were presented at the task force in September 2014.

6) HILUCS classification More details needed? No user requirements. Missing classes? Will be added. Change HILUCS? To change HILUCS the regular INSPIRE process for change requests needs to be followed.
