PRESENTATION TO PORT FOLIO COMMITTEE 4 AUGUST 2015 NATIONAL UPGRADING SUPPORT PROGRAMME (NUSP)
NUSP OBJECTIVES Promote incremental upgrading as a major complementary housing programme, in line with Part 3 NHC, where possible, in-situ Support Delivery Agreement target to upgrade 750 000 informally settled households to at least basic service level 2. Improve programmatic approach to upgrading, strengthening coordination with other sectors and partners Strengthen capacity of government and professional practitioners to implement community- based incremental upgrading Create a pipeline of projects.
NUSP FOCUS Initially 45 municipalities in which some 70% of all informally settled households reside Increased to current 62 municipalities to accommodate some provincial priorities and municipalities included in Mining Towns in Distress Programme
BROAD NUSP ACTIVITIES Municipal Upgrading Strategy /Programmes Assess and categorise settlements (4 categories) Develop settlement upgrading plans Develop sustainable livelihood programmes/settlement Develop local/municipal capacity building programme Skills transfer to municipal staff Development of a central comprehensive capacity building programme
MTSF TARGETS (2019) Assess and categorise 2200 informal settlements Develop 2200 settlement upgrading plans Implement the capacity building programme in 10 municipalities/year
NUSP PROGRESS Capacity Building Programme : Course material piloted in Ekurhuleni and final content material completed. Assessment and categorisation : 791 Settlements completed or in progress Municipal Informal Settlement Programme/Strategies : 31 Completed and 14 in progress Settlement Level Plans : 240 completed or in progress and 322 in procurement process
NUSP PROGRESS (CONT) Upgrading Manual for practitioners completed NUSP Operational Website active (www.upgrading.support.org) Monthly Newsletter being produced and distributed Investigation on tenure options on tribal land in process
