NACE Rev. 2 implementation Agenda point 4.10 24-25 September 2009 Meeting of the European Directors of Social Statistics

NACE Rev. 2 implementation NACE Rev. 2 enter into force on the 1/1/2008… … but not for all statistical domains Transition between NECE Rev. 1.1 and NACE Rev. 2 will take place between 2008 and 2011 and the dual coding and backcasting were foreseen for the main statistical domains to ensure a smooth transition A calendar for the provision of the first NACE Rev.2 data was agreed at SPC level. In its September 2008 meeting, the SPC re-iterated its commitment to a well coordinated implementation of NACE Rev. 2 and has unanimously agreed that the necessary measures will be taken to ensure that NACE Rev.2 is implemented according to the previously agreed calendar. 24-25 September 2009 Point 4.10 NACE rev 2 implementation

NACE Rev. 2 implementation It was also agreed that the SPC, now ESSC would be regularly informed on the implementation of NACE Rev. 2 in the Member States. A report was prepared for the ESSC 2nd meeting in October 2009. It was judged advisable to inform not only the ESSC but also other concerned directors meetings like the DSS. The purpose of this report is to focus on those domains of Social Statistics which are expected to produce data according to NACE Rev. 2 for the first time before 2010 and it is an extract of the one which will be presented to the 2nd meeting of the ESSC. 24-25 September 2009 Point 4.10 NACE rev 2 implementation

Implementation of NACE Rev.2 in Social Statistics Broadly speaking until now, the changeover between the two classifications was carried out in a smooth and synchronised way and the timetable has been respected to a large extent. Nevertheless, apparently Social Statistics are facing more problems in implementing the new classification than the Business Statistics. This could be explained by the fact that Business statistics use as frame the Business Register which was updated in most of the Member states before the end of 2008 and for household surveys the implementation of the new NACE face different kinds of difficulties. 24-25 September 2009 Point 4.10 NACE rev 2 implementation

Implementation of NACE Rev.2 in Social Statistics There are still some shortcomings : By the end of July Ireland had not transmitted any NACE Rev. 2 for LFS or LCI And concerning future data transmissions, possible delays were announced for the provision of Strikes data (FR and SI), Annual Labour Costs and Earnings (DK, IE and IT), Occupational Diseases and Accidents at Work (ES). Italy also mentioned the possibility of applying NACE Rev.2 only to part of the EU-SILC sample. 24-25 September 2009 Point 4.10 NACE rev 2 implementation

Conclusions and proposed actions It is essential that the DSS takes the necessary measures to ensure that: NACE Rev.2 data are transmitted to Eurostat without any additional delay for the domains which are now behind schedule. Any further problems which could occur in the provision of NACE Rev. 2 data in the future are clearly identified in advance. The implementation plan agreed for the delivery of NACE Rev. 2 data is strictly respected. 24-25 September 2009 Point 4.10 NACE rev 2 implementation
