TTC11 CB Meeting (1) 28th February, 2011 13:30 to 14:30 Meeting Room, Sala Napoleonica Palazzo Greppi, Milano University Confirmation of the Minutes of the last CB meeting. 2. It was reported that the TTC memberships of both CERN and VECC unanimouly approved by the participants in the last CB meeting were confirmed by all the CB members responding via e-mail to the chair (29 institutes). Dr. Wolfgang Weingarten is nominated a CB member representing CERN. 3. Apology is presented by the chair, regarding the delay in updating the CB members. Some institutes have never replied to the e-mails from the chair. 4. It is requested that Dr. Olivier Napoly, who is a candidate for the next TTC chair, leaves the room. Dr. Bernard d’Almagne (on Webex), who is a chair of the Search Committee (SC) for the next TTC chair, reported the discussion among the SC members. The TTC has already formed a good tradition from the viewpoint of a balance among the regions in such a way that the first chair is from Europe, the second is from North America, and the third is from Asia. Keeping this tradition, the SC announces that from candidates in Europe the Committee recommends Dr. Olivier Napoly for the next Chair.

TTC10 CB Meeting (2) 5. The recommendation by the SC was unanimously approved by the participants of the CB meeting. Dr. Olivier Napoly was thus elected to chair the TTC from the next TTC meeting. 6. Dr. Olivier Napoly is called in, congratulated and requested to present a speech. He is pleased to accept the decision of the TTC CB. 7. Representing the host institute, IHEP, China, of the next TTC meeting (Peking University and Tsuinghua University will co-host it) on behalf of Dr. Gao Jie, Dr. Jiyuan Zhai presented a report on the preparation of the next meeting. 8. Three dates were proposed by the host institutes: 1) Dec. 5-8, 2011 2) Feb. 13-16, 2012 3) Mar. 26-29, 2012 .

TTC10 CB Meeting (3) 9. The third date 3) has some problems, since it is too close to the end of Japanese Fiscal Year, and the host institute is also worrying about possible conflict with other meetings. The second one 2) is preferred by European Professors, while it is also difficult time for Japanese Professors (entrance examination, many committee meetings and so forth around the dating 2). 10. Here, the chair would like to ask all of you whether there is a serious conflict of any important schedule with the date 1) Dec. 5-8, 2011. If not, it is preferable to fix the dating here, since the meeting is easer to organize by starting the preparation as early as possible. 5

TTC10 CB Meeting (4) 11. We were reminded the TTC MOU says: “The mission of the TESLA Technology Collaboration (the Collaboration) is to advance SCRF technology R & D and related accelerator studies across the broad diversity of scientific applications, and to keep open and provide a bridge for communication and sharing of ideas, developments, and testing across associated projects.” The transfer of TESLA technology to industry is necessary for big projects, like XFEL, ILC and others, but always only to the advantage of science projects, so far. On the other hand, the application of the technology for industrial and/or medical purposes could happen in the coming years. In future meetings the CB should consider this matter and generally discuss it, taking a special care.

TTC10 CB Meeting (5) Comments for the last item, since the TTC members in general, in particular, new comers, may not understand the background for this kind of discussion. The following are not explicitly mentioned in the CB meeting, however Article 6 (2) of the MoU: Any commercial use of any such information shall be the subject of a separate agreement to be negotiated by the Members on a case-by-case basis. At the beginning of the meeting, the chair mentioned about the evolution of the TTC from LC to others, for example, HI accelerations including protons and others. The relation of high-tech like SCC to the society is ever growing. This is a very good thing. However, intellectual property issues related to industrial application may arise. This is one reason why this kind of discussion came out. 7
