Regional Co-operation Factsheet 2016 European Union – SADC Regional Co-operation Factsheet 2016 SADC's strategic plans constitute the main framework for regional co-operation. The EU, with a contribution of more than €200M in grants is supporting SADC to achieve its Regional, Economic and Political integration agenda. The main on-going programmes are described below. Regional Economic Integration Support 'REIS' (2013-2018) €20M The programme provides assistance to the implementation of the SADC Finance and Investment Protocol, the regional trade agenda as well as negotiations and implementation of the SADC-EU Economic Partnership Agreement (EPA) . The objective of the REIS programme is to support an enabling environment to enhance the movement of goods and services within SADC, facilitate investment, and secure World Trade Organisation (WTO) compatible market access arrangements between SADC EPA countries and the EU. Institutional Capacity Development Programme 'ICDP' (2013-2016) €12M In 2012, the SADC Secretariat was formally recognised as having achieved compliance with the accepted international standards of good practice in management. The project builds on the achievements of the previous capacity building efforts and is expected to result in an even more effective and efficient management with internationally compliant governance structures and management systems. Transit and Transport Facilitation Programme (2017-2020) €18M Trade Related Facility ' TRF' (2014-2019) €32M The TRF assists SADC Member States in achieving their commitments in terms of the implementation of the SADC Trade Protocol (STP) and the Economic Partnership Agreement (EPA). Financial incentives to SADC Member States support different priorities, including the development of quality infrastructure, implementation of industrialisation policies and value chains as well as capacity development on trade-related topics at national level, among others. The TRF interventions will contribute to increased trade, strengthened regional integration and improved trade competitiveness of the region in the world. Lack of an integrated and liberalised road transport market in east and southern African region poses numerous obstacles to trade by causing severe delays and increased transport costs, as well as challenges to road safety and durability. This programme focuses on the harmonisation of Vehicle Load Management, Vehicle Standards and Regulations, Integration of Transport Registration and supporting efficient Regional Transport Corridors. Regional Political Co-operation 'RPC' (2013-2018) €18M The programme aims to strengthen the capacity of SADC to achieve the objectives of the Protocol on Politics, Defence and Security Cooperation. RPC, in particular, provides assistance to (1) promote the development of democratic institutions and practices across the region; (2) prevent, contain and resolve inter- and intra-state conflict by peaceful means through strengthening mediation capacities; (3) enhance regional capacity with respect to disaster risk reduction and management; as well as (4) address cross border crime, particularly trafficking in persons. SADC Project Preparation and Development Facility 'PPDF' (2014-2019) €12M SADC Member States have identified economic infrastructure as (constituting) a critical element to accelerating economic growth and poverty reduction in the region. The purpose of the SADC PPDF is to assist SADC Member States and associated regional and national infrastructure development institutions to develop high quality, viable and feasible regional economic infrastructure projects that could readily obtain financing through grants, concessionary loans, public and private equity investments, or private sector commercial loans. The primary role of the SADC PPDF would thus be to provide resources that could be used towards project identification, feasibility studies, project preparation and the development of investment proposals, with a view to making the projects bankable and attractive for funding. Multi-Donor Trust Fund for the Centre for Coordination of Agricultural Research and Development for Southern Africa 'CCARDESA' (2013-2018) €5M The EU contribution is to increase productivity of smallholder crop, forestry, fish and livestock enterprises in the SADC region. The project's purpose is to improve agricultural technologies and develop husbandry practices, which are made available and adopted by farmers. Support the SADC Regional Agricultural Policy (2017-2020) € 9M Monitoring for (of) Environment and Security in Africa 'MESA' (2013-2018) €5M With 61% of the region’s population living in rural areas, agriculture sector performance has a strong influence on food security and poverty reduction. This project will support the efforts to operationalise the regional Agriculture policy focusing on enhancing information on agricultural production, sustainability and competitiveness for evidence-based decision-making; improving access to markets through implementation of plant and animal pest and disease strategies at the regional level; and facilitating implementation of specific components of the Regional Food and Nutrition Security Strategy (FNSS) in SADC member states. The purpose of the MESA programme is to increase the information management, decision-making and planning capacity of African institutions using space-based and in situ Earth Observation data and Geographical Information System. This includes a range of information responding to citizens' needs such as monitoring the water level and flow rate of key rivers used for commercial (purposes) transport; water cycle information to help agriculture (best planting time, improved crop yields, etc.) and early warning on flood and drought risks.
