Understanding on the Interpretation of the Agreement on Technical Barriers to Trade with respect to the labelling of Textiles, Clothing, Footwear, and Travel Goods Co-Sponsors: Mauritius, Sri Lanka, Ukraine, European Union, United States

Paragraph 1 - Scope This Understanding applies to the labelling of products specified in the Annex to this Understanding.

Paragraphs 2-4 - Labelling Labelling requirements rebuttably presumed to be no more trade restrictive than necessary. Paragraph 3 Movement towards the use of non-permanent labeling. Paragraph 4 Labelling requirements rebuttably presumed to be more trade restrictive than necessary.

Paragraphs 5 and 6 - Transparency Publication of proposed technical regulations and conformity assessment procedures. Notifications to Members on proposed technical regulations and conformity assessment procedures. Allow no less than 60 days for Members to submit comments in writing. Engagement with stakeholders (Members and interested parties) Response to significant comments Paragraph 6 Provisions for urgent problems

Paragraph 7 – Final Provisions Review of Understanding in the TBT Committee

Annex – Product Coverage Textiles, clothing, and footwear – HS Chapters 50 through 65, with some exceptions Travel Goods – specific tariff lines at the six digit level
