Preamble ECS Notebook is a comprehensive reference document for SFARES members, et. al. Three concepts: Graceful degradation of capabilities Intensive training Role of the Emergency Managers Initial Baseline: All SFARES systems fully operational and all ..capabilities available Goal: Always be able to communicate

SFARES Mission Statement Augment and facilitate emergency communications and related services and activities for Santa Fe City and County Emergency Management based Upon: Deep infrastructure Operation at highest levels of communication Allow for graceful degradation of services Appropriate and intensive training Cadre of experienced, qualified personnel Well-structured equipment maintenance program

Five Year Master Plan Implemented in phased approach Does not include existing infrastructure Provide for graceful degradation of capabilities Each site to have back-up battery and un-interruptible power supplies (UPS) Always provide voice communications among all key sites with 100% reliability

Six Components of the Emergency Communications System Central Sites Remote Sites SFARES Mesh Repeaters Rocky mountain Nodes Computers at the Various Sites

Central Sites Santa Fe County EOC Food Depot Radio Room Santa Fe City EOC Santa Fe County EOC in Edgewood (EOC Alternate) All configured identically in terms of: Radios, Computers, Capabilities All have Voice and Digital Mode Capability World-Wide HF Regional and local VHF/UHF and Microwave Send and receive normal email and WinLink 2000 12Volt UPS and Facility-wide UPS. Access to APRS and screen display to show location of Resources

Remote Sites St. Vincent Hospital and Santa Fe Municipal Airport Will be supplied with identical VHF/UHF with both digital and Voice capabilities State Penitentiary Radio Room Configured identical to a Central Site Fire Multi-Agency Center (FMAC) Identical to Central Site except no HF capability

SFARES MESH Strategically placed nodes operating in microwave frequencies providing intranet links Mesh will provide: links to the four remote sites VOIP Video Internal website for accessing resources

Repeaters In emergency, SFARES will utilize: the Tesuque linked repeater system for voice comms W5SF D-STAR repeater on the Food Depot tower. All central site HF radios will be D-STAR capable

Rocky Mountain Nodes Connectivity with Rocky Mountain Backbone Nodes on Sandia Crest and Pajarito Mountain Allows digital comms from Southern NM to Northern Colorado

Computers Two Computers, WiFi, and large screen display per central site and State Pen Utilize the HF/D-STAR radio and VHF/UHF radios.

Communications Digital comms through the internet use normal email services, D-RATS, and FTP Servers All laptops have M/S Office 2007 Professional Each laptop has unique GMAIL address that identifies laptop location Browser is Google Chrome Link to RF Finder Laptops have access to common SFARES iCloud account that shows contacts, Calendar, files, and notes Analog and Digital Voice will be available and will use HF, VHF, and UHF.

Manpower In emergency each central site will be manned as follows: Two qualified operators (one for voice and one for digital One watch supervisor 12 qualified participants per each operational period if all four central sites manned. Two is considered the minimum Training is required to ensure all are qualified. Recommended to complete IS course 100,200,700,800
