Effective Aid Management: Twelve Lessons from DAC Peer Reviews James Hradsky, OECD, Paris Workshop on Managing Aid Effectively (27-28 March 2008)

What is the OECD/DAC? A unique international forum where bilateral donors work together to increase the common effectiveness of their aid.

What is a DAC Peer Review? Review (every 4-5 years) of each member development cooperation. Monitor policies/programmes against international and national objectives; recommend improvements. Improve aid performance through mutual learning. Identify best practices and foster co‑ordination.

12 Lessons (2003 – 2008) After 5 years as DAC Chair, R. Manning reflects on a full cycle of Peer Reviews. 12 prominent examples of lessons learned or reconfirmed about the factors that support effective aid management.

Good Practice in Managing Aid Agencies Lesson 1: have a clear, top-level statement of the purpose, whether in legislation or another form, that has wide ownership and can remain relevant for a sufficient period. Lesson 2: avoid letting short‑term pressures jeopardise the long‑term common interest in effective development. Lesson 3: set a clear mandate and establish mechanisms to ensure that policies are assessed for their impact on poor countries.

Good Practice in Managing Aid Agencies Lesson 4: invest in delivering, measuring and communicating results of aid‑financed activity. Lesson 5: task a sufficiently senior and publicly accountable figure with clear responsibility at the political level for delivery. Lesson 6: rationalise bilateral aid structures to facilitate coherent action at country level.

Good Practice in Managing Aid Agencies Lesson 7: promote coherence between diverse aspects of multilateral aid. Lesson 8: the decentralisation of responsibility to the field can be beneficial, but it needs high‑quality, lean supporting systems. Lesson 9: radical reforms in delivery are vital as donors must deliver more aid per head of agency staff, while increasing effectiveness.

Good Practice in Managing Aid Agencies Lesson 10: most donors should focus assistance on fewer countries, sectors and, in particular, activities. Lesson 11: develop a stronger culture of managing for results and align incentives accordingly, but to promote, not weaken, local structures of accountability. Lesson 12: securing and developing well-qualified, motivated local and expatriate staff is essential to effectiveness. Quality agencies attract quality staff.

The overarching lesson There is no one recipe for successful aid management -- only areas where experience suggests that good practice consensus can emerge.
