Prospectus of the Meeting Objectives To review and finalize the guidelines for implementing Supplementary Projects, Research Projects and Training Programs established at the 2nd WGM To reflect the IAEA’s role in the process of implementing SP, RP, TP, taking consideration of the report of the IAEA Office of Legal Affairs To discuss ways and means to overcome the challenges faced by the IAEA including staffing issues To discuss and identify possible new initiatives to be implemented by the RCARO Expected Outcomes Finalized guidelines for implementing Supplementary Projects, Research Projects and Training Programs as the RCARO Initiated Programmes Recommendation on possible options for the RCARO Initiated Programme in 2016 Recommendation on the RCARO’s role against the IAEA’s staffing issues Other possible future roles of the RCARO

2-1. Result of the 37th NRM on the WG Conclusion of the 37th NRM (16-19 March, 2015) The meeting noted the report of the 2nd WG Meeting on the RCARO’s Future Role. The meeting found several legal issues in the subject matter and noted the advice from the Office of Legal Affairs of IAEA regarding the IAEA’s role in RCA.* The meeting endorsed having another WG meeting for further discussion on RCARO’s future role, including the legal issues. * Advice from the Office of Legal Affairs of IAEA During the 2nd WGM, the need for clarification on the role of the IAEA under the RCA arose, specifically, whether the involvement of the IAEA in RCA projects not funded through the IAEA is a requirement” Requested by the Department of Technical Cooperation (TC), the IAEA Office of Legal Affairs has sent advice on the legal issues It notes that the IAEA’s involvement is required but it could be in any form of participation by IAEA.

Result of the 44th GCM on the WG Conclusion of the 44th GCM (11 September, 2015) The meeting noted the challenges in staffing faced by IAEA .* The meeting agreed that the 3rd WG meeting on the future role of RCARO should consider the recommendations made by IAEA to address these challenges and that IAEA should be invited to participate in the meeting. The meeting agreed that the results be reported at the next NRM. * Shortage of IAEA Staff During the 44th GCM, IAEA presented their views on the shortage of staff in IAEA. The IAEA asked that the GPs consider ways in which this burden might be alleviated, including the potential for sending a cost free expert or provision of extra budgetary funds. It was suggested that some responsibilities of IAEA may be devolved to other parties, for example RCARO, given that the amended RCA Agreement provides a legal basis on this.
