California Business and Professions Code §18627 (d): " Light contact " means the use of controlled martial arts techniques whereby contact to the body is permitted in a restrained manner, no contact to the face is permitted, and no contact is permitted which may result or is intended to result in physical harm to the opponent. Some combative sports not regulated by CSAC include: Tae Kwon Do, Continuous Sparring Karate, Kyokushin Karate, Point Kickboxing, Jiujitsu & Wrestling. California Business and Professions Code §18640 states in relevant part: The commission has the sole direction, management, control of, and jurisdiction over all professional and amateur boxing, professional and amateur kickboxing, all forms and combinations of forms of Full Contact Martial Arts Contests. USFL Class B Rules Scoring criteria of striking: BASED ON PROPER EXECUTION OF TECHNIQUE Head Strikes & Knock outs are illegal. Unified Rules of MMA Scoring criteria of striking : BASED ON DAMAGE Head Strikes & Knock outs are encouraged and allowed. CAMOs version of Pankration is MMA without head strikes. Any technique that has a reasonable chance of inflicting injury is illegal. Bouts cannot be won by punishment or brutality. Striking and Grappling is scored by points depending on difficulty in technical execution. Athletes hurt by legal techniques are afforded up to two minutes injury time to recover. Strikes, takedowns & submissions cannot be used excessively or to injure. Heavier strikes that have a visible impact on the opponent will be given more weight than the number of strikes landed. These assessments include causing an opponent to appear stunned from a legal blow, causing the opponent to stagger, appearance of a cut or bruise from a legal strike and causing the opponent to show pain. Of the 59 injuries,10 were recommended for non-emergency follow up care. * 4 adults & 7 kids 1-Moderate Concussion; 2- Shoulders; 1-Stomach; 1-Knee; 1- Calf; 1-Elbow; 1-Foot; 1- Chin/ Stitches and 2 Neck injuries. * USFL recently implemented a rule changes to address certain submissions which pose a risk to the neck. No Severe Concussions occurred and only one Injury required Emergency Medical Transport, an Adult with a Dislocated Elbow Severe concussion rate was 15.4 per 1,000 athlete exposures. FILA – International Federation for Associated Wrestling Styles World governing body for Wrestling and Pankration, recognized under the International Olympic Committee and Sport Accord World Championships contains age groups for athletes as young as 8 years old. CAMO has no known National or International affiliations. AIBA – International Boxing Association World governing body for Boxing, recognized under the International Olympic Committee and Sport Accord Organized competitions for athletes as young as 8 years old occur World Wide and in the United States. Direct National and International affiliations. Athletes regularly compete in National and World Championship events. Uses a unique point scoring system to ensure technique over punishment/ brutality. Considered the industry standard for the sport by CSAC inspectors. * as per CSAC report Oct Bacause CAMO has no National or International affiliation, athletes cannot attend National and World Championship events. CAMO uses Unified Rules of MMA scoring which according to CBPC 18627(c) is Full Contact. They have no background or expertise in Pankration and do not keep known reports of injuries. Provides a free database of athletes. No licensing fees for promoters and charges a small fee per bout which goes directly to referees and staff. An all volunteer executive staff with no salaries or office space required to run organization. Direct National & International affiliations. Helps fund US participation in International competitions. Charges athletes over $100 to enter database. Promoters pay a $500 annual licensing fees and $1250-$2500 per event. $356,661 in revenue. Spent o ver $ 42,000 in rent & office expenses and over $9,000 for travel. * Based on public tax records from 2010, their first full year of operation. CONCLUSION Pankration is an Internationally Sanctioned Sport, governed by a federation recognized by the International Olympic Committee. FILA sanctioned International Competitions have divisions for youth as young as 8 years old. CAMO athletes cannot participate in National or International competitions. As per California Business and Professions Code §18627 USFL Pankration falls under the definition of Light Contact Martial Arts. The California State Athletic Commission (CSAC) is responsible to regulate all forms of Full Contact Martial Arts. CSAC only regulates sports with participants 16yrs & up. Approximately 47% of Full Contact MMA matches resulted in a documented injury. CAMOs version of Pankration is conducted under MMA rules. Approximately 4% of USFL Pankration matches result in a documented injury and less than 1% required follow up medical care.
