NATIONAL STRATEGIES FOR IMPLEMENTING THE

The aim of the study led by EIPA THE AIMS OF THE STUDY The aim of the study led by EIPA about national strategies of CAF diffusion is to promote a national strategy shared at European level The study led by EIPA allows to: Identify the task of the national agencies in the CAF diffusion Point out the guidelines for the CAF promotion in the new member states

In mostly European countries the CAF diffusion and promotion have been THE TASK OF NATIONAL CORRESPONDENTS AND TECHNICAL AGENCIES IN CAF DIFFUSION In mostly European countries the CAF diffusion and promotion have been entrusted to specific subjects Subjects directly appointed by a single Ministry universities, academies or technical agencies of local or national relevance such as the FORMEZ Reports and firm knowledges of the context where the public administrations act and a deep experience about the themes of TQM make the interventations more efficacious

DIFFERENT LEVELS OF SUPPORT AT NATIONAL LEVEL (1) Group 1 There is no official support for the CAF Group 2 The CAF is recommended as one tool (among others) Group 3 The CAF is recommended and supported through corresponding activities Group 4 The CAF is recommended and promoted as main quality improvement tool and supported through corresponding activities Group 5 Using the CAF is mandatory Cyprus Ireland Luxembourg Malta Netherlands Romania Czech Rep. DIFFERENT LEVEL OF SUPPORT AT NATIONAL LEVEL (2) It comes out two remarks: In no country has been introduced as a mandatory tool and make it in such way doesn’t seem relevant to the quality and the nature of its use by public administrations There is no spontaneous movement of the administration concerning the CAF use(except for Finland and Norway) A systematic politics of the tool diffusion, the definition of a “CAF strategy” at central level, is a way to adopt in a dissemination politics

TOOLS AND STRATEGIES CARRIED OUT AT NATIONAL LEVEL (6) All the countries agree on giving to the TRAINING an important task for the requalification of human resources envolved in self assessment and for the organzation itself. “Assessment without training takes the risk to be considered as a play of which it just needs to learn the rules and plan and check the phases ”

GOOD PRACTICE PROPOSAL (2) Planning The definition of a CAF strategy, at central and political level, results to be an essential element to promote the diffusion of the tool and to ensure the quality of the applications according to a modernization and changement based view Pilot Phase This second phase, by operative carachter, proposes a number of jointed tools and strategies : a testing action A first CAF training action A spreading action of the tool to a wider audience

Verifying and Updating Acting and facilitating GOOD PRACTICE HYPOTHESIS (3) Verifying and Updating The informative feedback of the second phase , through the analysis and elaboration of the Pilot phase results, would allow to start a third phase of verifying and reformulating the Spreading Plan Acting and facilitating Reformulating the plan would allow, in the last phase, to concretely start a number of initiatives and specific tools, linked to the national context, aimed to facilitate CAF use and implementation
