North Australian Indigenous Land and Sea Management Alliance Ltd Welcome, introductions, acknowledgements

North Australian Indigenous Land and Sea Management Alliance Ltd (NAILSMA) NAILSMA is an Indigenous-led not-for-profit company with a decade of experience delivering large-scale initiatives across north Australia. Introduction to NAILSMA NAILSMA works in a number of culturally appropriate program areas focusing on Indigenous knowledge and contemporary science including Carbon abatement, water resource management and I-Tracker. These programs support Traditional Owners to contribute to healthy country and healthy people on traditional lands. Practical solutions that support Indigenous people and the management of their lands Large-scale projects across north Australia Supporting livelihoods and employment on country

NAILSMA Core Service Areas Four core service areas of NAILSMA Land & sea based management Economic development & employment Collaborative research & project partnerships Education, training & professional development

Sustainable Indigenous land sector development in Prospectus Sustainable Indigenous land sector development in northern Australia: a prospectus What do we want to do? Tell you who we are, and what we’re up to Influence a paradigm shift in economic development for mob on country Grow & strengthen the indigenous land sector through sustainable innovation How are we going to do that?

Indigenous title interests: 56% of 1 Indigenous title interests: 56% of 1.2M km2 North Australia: 56% (79% of northern Australia, north of 26oS) Background & context Indigenous title – conservation, native title, and ILUA’s 56% of North Aust 79% of northern Aust above 26deg S

Prospectus 2007 Labor Govt commitment to NAILSMA What has been created from that investment Current opportunities & benefits into the future In 2007, following the election of the Rudd Labor Government, an allocation of ~$10M was made by the Commonwealth to a partnership led by NAILSMA to develop a Savanna Burning greenhouse gas (GHG) emissions abatement accounting methodology As at March 2018, there were 25 Indigenous Savanna Burning projects operating on 180,300 km2 of northern Australia, currently generating at least ~$15M annually for Indigenous Ranger Groups and local communities. To help address the regional land use, social, and economic issues and opportunities outlined above, we seek support from an incoming Labor Federal Government to fund a NAILSMA-led partnership in a similar manner to that initiated previously by the Rudd Labor Government. Based on our extensive experience in developing above detailed CRC-DNA and MLA-LPP proposals, we have identified that ~$12.5M over 5 years is required to address the following core activities: - Finalise development of Savanna Burning sequestration methods, for inclusion and implementation in Australia’s formal carbon market - Design and develop appropriate condition metrics, and cost-effective monitoring tools, for ecosystem services market instruments focusing on biodiversity, water quality, land condition - In collaboration with regional land sector and project partners, undertake foundational research to: 1. Develop and establish new ecosystem services markets 2. Undertake detailed economic assessment of the value proposition of diversified land use and market opportunities for the northern land sector, and broader benefits to society 3. Assess the implications of different tenure arrangements across the northern jurisdictions, including: the undertaking of diversified land use activities especially on leasehold properties, and potential barriers to the undertaking of carbon sequestration projects in some jurisdictions - Implement hands-on case study activities in each of the three northern jurisdictions to demonstrate and assess new income opportunities which can assist with economically diversifying, and enhancing the long-term sustainability (environmental, social, economic) of, different land sector enterprise options.

Carbon and ecosystem services economies living tree biomass (carbon ) greenhouse gas emissions (methane, nitrous oxide) Brief explanation of methodologies - Carbon abatement through savannah burning GHG emissions abatement Carbon Sequestration in living tree biomass Carbon sequestration through non-living biomass non-living biomass (carbon)

Carbon and ecosystem services economies What’s out there now? 74 savannah burning project registered with the Emissions Reduction Fund These project are worth approx. $40Mil per year There are 26 projects registered in the NT alone worth approx. $20Mil per year 74 savannah burning projects (12/03/2018) - Worth ~$40M/yr 26 projects in the NT abating >2Mil T GHG emissions - Worth ~$20M/yr

Benefits and Opportunities Arnhem Land Fire Abatement example: Currently worth ~$10m per year Potentially ~$50m-$100m per year Opens up massive opportunities for diversified economic development on country

Further development of diversification opportunities for Indigenous communities Finalise carbon methodologies Explore new ecosystem services opportunities eg biodiversity, water credits Evaluate employment opportunities Address tenure/Native title issues Practical demonstration projects in northern jurisdictions
