PHMSA Update for the API RP1162 Rewrite Team Christie Murray Director of Outreach and Engagement Pipeline and Hazardous Materials Safety Administration 1

Public Awareness Initiatives Update Public Awareness Policy: Addressing challenges in public awareness and risk communications through various policy means. Open public docket: PHMSA-2018-0026: Stakeholder input on general public awareness/stakeholder engagement matters (public meetings, ideas on next steps, feedback on standards). Support external pipeline safety outreach engagement initiatives: Technical Assistance Grants to communities Pipeline Safety Trust initiatives. Increase participation in siting/scoping meetings (i.e. FERC). Funding grant projects to support awareness and engagement. Facilitate Pipeline Emergency Response Initiatives. Support the API RP 1162 Rewrite (3rd ed): Addressing emerging public awareness challenges (adopt or not adopt? TBD).

API RP 1162 Rewrite Gaps/Considerations Address risk (or risk communications) Communicate requirements as asset changes occur (new operation, changes to operations, active, idle, conversion of service, transfers/acquisitions) Consider excavator messaging - understand each state’s one-call law before excavating and consequences Share how and when collaborative messaging might be useful and practical and when it may not be Share how and when collaborative efforts might be appropriate (i.e. PERI and other similar programs)

API RP 1162 Rewrite Considerations Provide guidance on operator specific messaging: State what products are carried to convey appropriate risks, so stakeholders can recognize issues and respond appropriately and safely Describe what’s unique about the operator’s assets Operators document buffer on ROW and rationale Clarify definition “…non-English speaking population” Clarify “liaison” with emergency officials Improve program evaluation guidance on how to develop, implement and measure program effectiveness. (alignment with program objectives)

API RP 1162 Rewrite Considerations Consider regulatory audits not acceptable method for annual audit or self assessment Strengthen measurement method guidance Address “may” and “should” to clarify what is required Clarify behavioral change/intent and ways to measure it Move Tables to the body of the document instead of Annex A: Baseline and Enhanced Program Summary Tables may give the impression messages, frequencies, and methods PERI = Pipeline Emergency Response Initiative

Public Engagement Initiatives Facilitate Voluntary Information-Sharing Working Group Recommendations: Established a VIS WG in 2016 (2016 Reauthorization Mandate, Sec 10) Supported the federal advisory committee develop recommendations Recommendation report will be sent to the Secretary of Transportation and posted on PHMSA’s website soon. Establish a long-standing Pipeline Safety Stakeholder Engagement Group Invite members with diverse member representation (the public, state partners, excavators, ER officials, public officials, and operators). Agree on distinction between public awareness and public engagement Address pipeline safety and awareness matters Identify relevant safety topics/speakers for future engagement meetings. Community Liaison Program – Resources available to assist communities with safety questions.

Public Awareness and Engagement Public Meeting Purpose of the meeting is to: Share general awareness of pipeline safety Discuss PHMSA’s role in pipeline safety and new construction Provide key updates on PHMSA safety initiatives Seek input on various public awareness and engagement initiatives The meeting will be webcasted Date: June 12-13, 2019 (tentatively) Location: DOT Headquarters, Washington, DC Docket no: PHMSA-2018-0026 Details: TBD (pending final approvals)
