Strengths of CD4CDM institutions for capacity building 1.Partnership between government (DENR) and private institution (klima) in conducting capacity building activities DENR is able to concentrate its efforts in building operational framework of the Philippine DNA and strengthening/enhancing government-to-government initiatives/relations with regards to CDM; Klima does the day-to-day implementation of the CD4CDM project: identify key strategies, conduct capacity building activities (i.e. technical training, awareness raising, consultancies etc), reach out to various stakeholders, promotes CDM projects pipeline)

Lessons Learnt Tailor-fitting capacity building efforts and strategies to the specific needs of CDM stakeholders Realization of CDM projects is primarily dependent on private sector with the strong support of government through an investment-friendly institutional framework and preferential incentives for carbon reduction projects Learning by doing approach is best for CDM in the Philippines Being proactive in addressing barriers/hurdles for CDM implementation is crucial; keeping up-to-date with CDM developments is needed
19 Unfinished agenda: Need to strengthen the capacity of consultants who specialize in CDM Increase access to subsidies for cost of the development of PDD, validation and registration Need to target capacity building of private companies & industry associations which have strong potential in terms of CDM Need to target awareness-raising and capacity building of local financial institutions regarding underlying project financing and carbon revenue 5.
