The Chou told people that the gods in heaven had told them that they were to rule. This was called "The Mandate of Heaven",

What is the Mandate of Heaven? The Mandate of Heaven is a traditional Chinese philosophic concept concerning the legitimacy of rulers. It is just mostly just the Gods picking the emperors in their special way.
