Adopt a Resolution of the City of Pasadena Approving the Submittal of a Functional Classification Change for Local Streets and Roads to the State of California Department of Transportation City Council February 25, 2019 Item 7

Recommendation Find that this proposed action is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15061 (b) (3) of the State CEQA Guidelines; Adopt a resolution of the City of Pasadena approving the submittal of a functional classification change for local streets and roads to the State of California Department of Transportation.

Background All highways and roads in the United States are functionally classified using a common nomenclature to provide a consistently-defined roadway network across the country. Classifications determined by Caltrans, with Metroplitan Planning Organization and local officials, using Federal Highway Administration (FHWA) criteria. The FHWA, per the Federal-Aid Highway Act of 1973, is responsible for and has final approval of the functional classification of public streets. Agencies can submit street classification changes to FHWA for approval whenever deemed necessary.

Reclassification Process Background Reclassification Process The City submits the following information to Caltrans: A City Council approved resolution requesting to re-classify the street. A concurrence letter from SCAG, as the MPO. Functional Classification Change Request Form and map. Caltrans District Coordinator reviews and provides a district concurrence letter. Caltrans headquarters presents the proposed changes to FHWA for approval. Functional Classification Map is updated upon FHWA approval.

Background

Council Policy Consideration Project is consistent with the following objectives of the Mobility Element: Enhance Livability Encourage walking, biking and other alternatives to motor vehicles. Addresses three policies of the Mobility Element: Policy 1.10 - Continuously evaluate the operation of the City's transportation system to manage the speed of travel at or below the speed limit, manage queues at intersections, and develop improvements to increase safety of all transportation services Policy 1.11 - Design Streets to reflect the mobility needs of the adjacent land use context to support healthy activities such as walking and bicycling. Policy 1.12 - Apply traffic management measures to manage vehicular speeds as a function of designated street type to ensure safe and orderly movement of all modes of travel.

Fiscal Impact There is no fiscal impact as a result of this action and will not have any indirect or support cost requirements. The anticipated impact to other operational programs or capital projects as a result of this action will be minimal. The reclassification of roads to local designation does not impact the City's allotment of federal Surface Transportation Program (STP) funding, which is based on population. However, capital projects on local roads are not eligible for the use of STP funding.
