Municipal Coalitions’ Work Central Massachusetts Regional Stormwater Coalition conducted 2 training sessions for Town DPW staff last half of 2016: how to build small, low cost stormwater structures to reduce stormwater pollution on Town properties Produced an IDDE Plan template; addresses 2016 MS4 req’ts; customizable by each community 15 SOPs; topics include muni vehicle washing; construction site inspections; water quality screening with field test kits

Municipal Coalition Work The Connecticut River Stormwater Committee Helping Towns measure the effectiveness of different Stormwater BMPs so they can select the most cost- effective projects Applied for and received a $110,500 grant for stormwater work The Northern Middlesex Stormwater Collaborative recently completed and distributed to its member Towns 3 public education brochures is planning Muni staff training sessions for the Spring Procuring regional services: Catch Basin Cleaning and Water Quality Laboratory Services

Municipal Coalition Work Merrimack Valley Stormwater Collaborative developing tracking software for catch basin cleanings; for scheduling cleaning and meeting MS4 permit requirements Made arrangements for Salem State University students to do sampling and monitoring work for Towns Three workshops in last year: Parks and Rec staff; System Maintenance; “Buildings, Facilities, Vehicle & Equipment Maintenance”

Municipal Coalition Work The Neponset Stormwater Partnership conducting “InReach” sessions with Town officials, answering their questions about the upcoming MS4 permit and showing the role that Planning Boards, Parks and Recreation, Schools and other Town Departments that now have responsibilities under the MS4 permit Developing an NOI template to help Town gather information they will need to file their Notice of Intent for the MS4 permit due Sept 2017

Municipal Coalition Work The Southeast Regional Services Group recently completed a group-wide RFP for catch basin maintenance which includes cleaning and disposal Towns can choose whether to do this work themselves or outsource it, whichever is most cost- effective

DEP support to the Coalitions Dedicated staff to the Coalitions One from Worcester Office One from the Boston Office Also provide “hands-on “ Stormwater Assistance directly to any Town “Will go anywhere, any time to work with Towns on stormwater issues” Stormwater Coordinator 617-292-5821

DEP support to the Coalitions Grants issued in 2016 $50,000 to the Central Massachusetts Stormwater Coalition to conduct training sessions for DPW staff and produce training videos $53,000 to the Central Massachusetts Regional Planning Commission to serve as staff to the Statewide Stormwater Coalition, produce public education materials and training sessions for Town officials

State Support to the Coalitions Two Community Compact Grant awards were made in December 2016: $111,5000 to the PVPC Regional Approach to Wastewater and Stormwater Management for Connecticut River Communities Agawam, Chicopee, Granby, Hadley, Ludlow, Northampton, Southwick, Springfield, West Springfield $50,000 to the MAPC for its Regional Approach to Stormwater Management Acton, Bolton, Boxborough, Carlisle, Concord, Hudson, Lexington, Lincoln, Littleton, Maynard, Stow, Sudbury
