Background EC tasked ETSI with assessing the present and potential place and role of satellite communication in disaster situations. ETSI established project organisation WG SatEC as steering committee STF 472 as project group. STF 472

STF 472 Objectives Define Scenarios for: Major earthquake in an urban environment Mass public transportation accident in remote area Define set of emergency responses to scenarios Dimensioning of telecommunication network(s) for use by first responders (in charge of search & rescue operations, emergency shelter…..) STF 472

“Organisational” findings Organisations differ between MSs, tasks do not All nations are willing to provide assistance, but not to ask for it Quantitative data are hard to get at Not recorded Classified “Scoop and go” is on the increase Coercive approach to evaluation seriously hampers exchange of experiences 9 STF 472

“Technical” findings The usage of Communications systems in disasters differs between MSs Analogue systems are there to stay for long Voice and paper are still important Military and international organisations more advanced than emergency services (data transmission) Data transmission is generally given a lower priority than voice Video conferences mainly used in international missions Internet access in the field mainly strategic/ administrative level (but ”everybody has a smart phone!) User satisfaction with existing systems is generally high 10 STF 472

“Technical” findings There is a wide range of concern about confidentiality If public systems are up and running, they are normally not congested (Exception: Satellite!) PMRs are preferred by those who have them The large majority of interviewees states price as the main showstopper for usage of satellite. 11 STF 472

Next steps Translation of findings into model Quantification is a main challenge The STF has been strengthened with two experts on modelling System definitions for future systems for use in big disasters Mapping models to technologies Should lead to network architecture definitions or network domensioning (This activity is outside the scope of the present STF) Date of completion STF 472: May 2015 12 STF 472
