PROPOSED UPDATE TO PUBLIC SCHOOLS INTERLOCAL AGREEMENT Participants: School Board, Pinellas County, 12 municipalities 1906 Committee assumes additional responsibility and is renamed the Pinellas Schools Collaborative Added definitions Incorporate 5-year Work Program into the Capital Improvements Element (CIE) of local government comprehensive plans by December 1 st each year A procedure and timetable for developing and adopting the Public School Facilities Element (Sept/Oct 2006 – Jan/Feb 2008)
Adopt Districtwide Level of Service (LOS) Standard = Student enrollment + Vested students divided by FISH School Capacity does not exceed 100% FISH School Capacity includes school facilities that will be in place or under construction within three years based on the 5-Year Work Program School Concurrency will utilize Choice Attendance Areas. Each Area consists of all schools at the same level in a designated geographic area. Boundary and Program Adjustments Establishes Process to Amend Public School Facilities Element (PSFE) and the LOS Standard
Process to Amend PSFE and LOS Standard Local government or School Board notifies Pinellas Schools Collaborative of intent to amend Element or LOS Standard by January 31 st. The Collaborative may also propose amendments. The Collaborative solicits comments from local governments, School Board, and School Planning Work Group At meeting in May, the Collaborative determines whether proposed amendment should be incorporated into local comp plans. Notifies local governments and School Board. If local government or School Board disagrees with Collaborative decision, may use conflict resolution provision in the Interlocal Agreement.
Need to Establish a Uniform, Districtwide Procedure for Implementing School Concurrency
Uniform, District-wide School Concurrency Procedure School District prepares an annual School Capacity and Level of Service Report Available Capacity = FISH Capacity – [Enrollment + Vested Students] The Report is approved by the School Board and made available to local governments by November 30 th The Available Capacity in the Report is updated throughout the year by the County based on the number of potential students associated with approved development. If there is Available Capacity in all applicable Choice Attendance Areas, only residential projects with 25 or more dwelling units are required to be reviewed by the School District for School Concurrency.
If there is not sufficient Available Capacity within a Choice Attendance Area, then all residential site plans and final subdivisions within that Choice Attendance Area must be reviewed by the School District for School Concurrency. Local governments will be required to notify Pinellas County of all approved residential site plans, final subdivisions approvals, and residential buildings that have received a Certificate of Occupancy. This will enable the County and the School District to keep track of the number of Vested Students.

Public School Facilities Element and Related Comprehensive Plan Amendments Must address items such as: Procedure for an annual update process School Concurrency Ensure adequate facility capacity consistent with Level of Service Standard – Capital Improvements Element Procedure for school site selection Procedure for school permitting
Provision of infrastructure to support proposed schools and means to assure safe access Provision for collocation of other public facilities in proximity to public schools Coordinate with the future land use element and ensure compatibility of school sites and surrounding land uses Coordination on emergency preparedness issues Future conditions map(s) for the 5-year or long- term planning period
