EU activities in the fields of crisis management and peace-building Overview The EU intervenes along the entire conflict and crisis cycle (early warning, conflict prevention, crisis response and management, post conflict peace-building, rehabilitation, capacity building and reconstruction). Comprehensive approaches to crisis management in context of security and development nexus as set out in the European Security Strategy (2003). EU actions in crisis and conflict countries in the world, linking both short-term and long-term interventions.

EU External Assistance Financial Instruments Humanitarian aid instrument Geographical development instruments (ENPI, IPA, DCI, EDF) Thematic instruments (EIDHR) With direct impact on security & development nexus: Common Foreign and Security Policy (CFSP) Instrument for Stability (IfS) Current Multi-annual Financial Framework – the overall budgetary background for all of the above instruments and mechanisms - runs until 2013. Initial internal discussions have commenced regarding the next Framework.

EU external action policy-makers European External Action Service (EEAS) – assists the EU High Representative (Catherine Ashton) with respect to the EU’s Common Foreign and Security Policy - includes EU Delegations in third countries European Commission: - DEVCO: responsible for development and co-operation issues - ECHO: responsible for humanitarian affairs - FPI (Foreign Policy Instruments Service) : financial implementation of some external action financial instruments European Parlimament: in particular, the Foreign Affairs Committee (AFET)

EEAS Provisional Organigramme

EU activities in the fields of conflict prevention and peace-building Conflict Prevention and the European External Action Service (EEAS) EEAS should facilitate even more coherent, multi-dimensional and effective EU action and further strengthen the EU’s comprehensive approach to crisis prevention and response on a worldwide scale Important to ensure continued focus on conflict prevention and peace-building in the proposed EEAS structures. Inter alia, given the Increasing international focus on these aspects – OSCE, OECD, UN, EU, AU. Conflict prevention structures of EEAS envisaged to operate in close synergy and be co-located with Commission’s Service for Foreign Policy Instruments Service (FPI) in order to ensure the swift delivery notably of IfS and CFSP/CSDP actions. EEAS to be responsible for the strategic programming of the IfS, FPI to be responsible for (financial) implementation.

EU’s engagement with its partners on peace-building issues Instrument for Stability (IfS) only specifically dedicated EU financial instrument on crisis response and peace-building. IfS implements i) short-term crisis response actions, and ii) long-term stabilisation measures relating to trans-regional threats, non-proliferation of weapons of mass destruction and crisis-preparedness capacity-building. The IfS crisis preparedness component aims to: foster a dialogue with civil society on peace-building issues and to enhance their capacity to engage in conflict prevention, early warning and crisis response activities work with international peace-building partners, notably UN organizations, on jointly developing tools and mechanisms to improve the EU’s response to crisis situations develop further the early warning capacity of key regional organizations, including the African Union and the League of Arab States complement the efforts of EU Member States with regard to the training of civilian and police experts to participate in crisis stabilisation missions

EU’s engagement with civil society on peace-building issues Civil Society Dialogue Network – managed by the European Peace-building Liaison Office (EPLO) but open to all relevant civil society actors– provides a forum for civil society to engage with EU policy-makers on peace-building issues (for more see www.eplo.org) EU Delegations engage extensively with civil society in-country Support for civil society capacity-building activities in conflict-prone or conflict-aftected countries under IfS crisis preparedness component Extensive working with civil society within the context of IfS short-term crisis response measures CSDP missions often specifically tasked under their mandates to engage with civil society
