Process Three step process Step 1: September 2004 Process Three step process Step 1: Order of proposal presentations drawn randomly by the TGr chair. Yes/No/Abstain Straw Poll on proposal immediately following presentation of each proposal. The straw poll shall be “The TG requests the presenter to provide further details of the proposal at the next step.” Proposals that do not get 25% are strongly encouraged to merge with another proposal. Process (Continued) Step 2: September 2004 Process (Continued) Step 2: Proposal sponsors announce intention to continue or withdraw 30 days prior to January meeting Order of presentations of proposals drawn randomly by the TGr chair. Yes/No/Abstain Member Vote on proposal immediately following presentation of each proposal. The motion shall be “The TG will not consider further submissions of this standalone proposal.” Proposals that do not get 50% are eliminated. Any proposal receiving 75% is included in the draft and exempted from the remaining procedure J. Edney, D. Harkins, J. Walker

Process (Continued) Step 3: September 2004 Process (Continued) Step 3: Order presentation of remaining proposals at March meeting set by random draw by the TGr chair. Yes/No/Abstain vote on all proposals at once: each voter votes for as many proposals as they desire. The motion shall be “The TG shall instruct the editor to include the text from this proposal in the draft.” Any proposal that receives 75% is included into draft Proposals that do not receive 75% may be submitted for re-consideration at each of the two following meetings (July and September) J.
