Chapter 3.4 New Constitution

Constitutionalism Idea that government should be based on an established set of principles Popular sovereignty Limited government Rule of law Majority rule

States Had own “C” (constitution) Began with Declaration of Individual Rights Power came from the people Flaws?....yes

Articles of Confederation National Gov. plan Weak Gave too much power to the states

What could it do? Declare war Negotiate with foreign nations Establish postal system Settle disputes between states (maybe)

Problems? Yes Could not collect taxes So…..no $$$$$

Any Good?? Yes Held nation together Established N.W. Ordinance 1787

Reality?? A of C = failure No taxes = no $$ No control over state's trade Unable to settle disputes
