Add your company slogan LOGO On September 29, 1789, President Washington appointed Thomas Jefferson of Virginia, then Minister to France, to be the first United States Secretary of State. John Jay had been serving in as Secretary of Foreign Affairs as a holdover from the Confederation since before Washington had taken office and would continue in that capacity until Jefferson returned from Europe many months later. Perhaps the most striking achievement was the successful resolution of many outstanding difficulties with Great Britain, the one nation able to threaten the security of the United States. After the unfortunate War of 1812, Anglo- American controversies were all peacefully resolved: the Webster-Ashburton treaty of 1842 settled the boundary between northeastern Maine and Canada, the Oregon treaty of 1846 extended the U.S.- Canadian border to the West coast, and the Clayton- Bulwer treaty of 1850 provided an understanding on the construction of any future canal across Central America. As American businessmen eyed the vast potential of the Chinese market, European incursions in China threatened to cut off American access. In 1899, Secretary of State John Hay proposed that nations interested in China should “enjoy perfect equality of treatment for navigation,” that is, maintain the principle of free trade, or the “open door.” In 1900, Hay extended the open-door policy to include respect for the territorial and administrative integrity of China.
