Why Do We Have Laws?
Before we have a law, we must have a bill Before we have a law, we must have a bill. A bill is an idea for a law written on a piece of paper.

For our nation: For our state: If Congress votes on the bill, they send it to the president. If the president doesn’t like the bill, he can veto, or reject, the bill. For our state: If Congress votes on the bill, they send it to the governor. If the governor doesn’t like the bill, he can veto, or reject, the bill.
