Europe 2020 Strategy and EU Budget

The European Union The European Union (EU) is a unique social, economic and political partnership between 28 European countries The functioning of the EU is regulated by treaties, approved voluntarily by all Member States

The EU Single Market The Single Market is aimed at guaranteeing free movement of Goods, Services, Persons and Capital within the EU borders It is one of the greatest achievements of European integration as it establishes a market without borders and barriers within the European Union

The EU Single Market The Single Market is made up of: More than 500 million consumers 28 Member States Third countries: participate by virtue of multilateral or bilateral trade treaties such as Iceland, Liechtenstein and Norway (European Economic Area) and Switzerland (bilateral treaties)

The EU Single Market The EU Commission, in conjunction with Member States: Promotes the modernisation of standards Enacts regulation that eases the business environment Prevents discriminatory practices to create a level playing field for all enterprises operating in the Single Market

The EU Single Market In addition to regulating and policing the market, the EU Commission also provides valuable tools for enterprises to access and actively participate in the Single Market The EU Commission encourages Single Market integration by eliminating regulatory and technical barriers to trade and supporting enterprises development

The EU Budget The maximum annual amounts is provided by the Multiannual Financial Framework (MFF) The MFF sets out the European Union’s long-term spending priorities in different political fields (“headings”) for a period of usually seven years

The EU Budget The MFF is not to be considered as the European Union budget for seven years but as a framework for financial programming For the period 2014-2020, the MFF sets a maximum amount of €960 bn for commitment appropriations and €908 bn for payment appropriations

The EU Budget The EU Commission has recently published its proposals for a multiannual financial framework (MFF) for the 2021-2027 period and a new system of own resources The MFF for 2021-2027 totalling €1,134,583 Million in commitments, and €1,104,805 Million in payments (2018 prices)

Europe 2020 Strategy “Europe 2020” is the European Union’s ten-year growth strategy launched in 2010 which identifies three main priorities: Smart growth: developing an economy based on knowledge and innovation Sustainable growth: promoting a more resource efficient, greener and more competitive economy Inclusive growth: fostering a high-employment economy delivering social and territorial cohesion

The strategy defines objectives to reach by 2020: Europe 2020 Strategy The strategy defines objectives to reach by 2020: 75 % of the population aged 20-64 should be employed 3% of the EU´s GDP should be invested in R&D The "20/20/20" climate/energy targets should be met (including an increase to 30% of emissions reduction if the conditions are right) The share of early school leavers should be under 10% and at least 40% of the younger generation should have a tertiary degree 20 million less people should be at risk of poverty (Source: European Commission Communication COM (2010) 2020,3.3.2010 available on http://ec.europa.eu/europe2020/index_en.htm )

Europe 2020 Strategy The Europe 2020 strategy is the reference framework that guides the EU and Member States in designing their activities Member States have set national targets in line with EU targets, and are reporting on them as part of their annual national reform programmes

Europe 2020 Strategy Member States design their programmes and activities to help the achievement of objectives set at EU level Even regional and local authorities are called to pursue the same Europe 2020 objectives, and they follow the Europe 2020 strategy to implement their activities
