Broadband Activities in Europe Policy Initiatives and Regulatory Framework Telecom Package (unbundling the local loop) Electronic Communications Services 3G (Mobile Communications) IPv6 Secure Networks Promotion of Content R&D in the IST programme: Wireline Technologies (all-optical networks) Wireless Technologies (PANs-LANs, fixed wireless, mobile, satellite) Open platforms for Broadband Services (interactive AV systems, middleware for seamless services, etc) IST-FP6 (2003-2006) Budget: 3.6+ Billion Euro The Barcelona European Council called in March 2002 on the Commission to draw up an eEurope Action Plan focussing on: “the widespread availability and use of broadband networks throughout the Union by 2005 and the development of Internet protocol IPv6….and the security of networks and information, eGovernment, eLearning, eHealth and eBusiness” The European Framework programmes have supported the development of many of the necessary technologies: such as the digitalisation of audio-visual content, the digitalisation of the transmission,return-paths for broad- cast networks, content referencing and tools for IPR protection. For content representation Europe has accepted the international MPEG standards and developed their own specification for digital TV - for all transmission media - , for the multimedia home platform, an API for interactive multimedia applications. The delivery of Audio-Visual content over IP networks is under way. Special Actions

What we should try to agree with the Chinese people is that they at least accept a kind of multimedia home platform that enables exchange of Audio-visual content. Even if the American TV standard is not compatible progress is made with the standard for the MHP. It is still possible that this becomes a world standard. Members of some Chinese agencies for Digital Tv participate in DVB meetings to follow the relevant developments. CHINA 863 & EU IST R&D Programmes
