Implementing new arrangements – key success factors Dedicated officer into Multi Agency Innovation Hub from each safeguarding partner organisation – and other officers linking into the hub Ongoing review of transition Delivery plan to keep on track with implementation Key lead areas for safeguarding partners scrutiny and assurance training funding performance stakeholder engagement and voice (partnership) safeguarding practice reviews Transition from LSCB – just about there – child death review arrangements require further work ahead of the June publication date, but this is child death partners, not safeguarding partners – as part of this, will be looking to close down the LSCB website and email, which has been running parallel, so will just be Children’s MARS Scrutiny and assurance – published framework – agency specific, thematic, section 11, practice learning line of sight Schools safeguarding audit will feature within this, as will MAAG It’s to be confirmed, but it’s been proposed that the next practice learning line of sight will be at the end May and is likely to have a focus on cases where domestic abuse is an issue Line of sights influenced by priorities and also JTAI themes – next ones coming up are: Multi-Agency response to children at risk of mental health issues – summer 2019 Effectiveness of prevention and early intervention at reducing current and future risks to children and meeting their needs - 2020 Multi agency response to older children in need of help and protection focusing on contextual safeguarding including exploitation - 2021 CMARS scrutiny and assurance – key for schools…. Ensure people clear about what the process is. For this time, once the cases and schools have been identified, Helen and the hub can support schools through it, but we can send info round or have a specific session for all or it could be a focus at the next DSL Learning from this is through the SPLIG. Could specifically update on outcomes and the process at the next one Training – finalising training programme – upcoming dates Intermediate Early Help Assessment – 2 May (as a slight aside, in terms of early help, we had a recent contact with a school who was sending in the early help assessment cover form as a paper form – explained it was an electronic process but they fed back that it wasn’t clear about where it was going/whether it was submitted and they didn’t feel confident in doing it that way - subsequently, updated the form and also the submission arrangements so it’s clearer….trying to listen, learn, adapt and review) Masterclasses Child exploitation/county lines/OCG – 5 April Neglect/GCP2 – 11 April, 26 April, 3 May, 30 May (particularly useful for school staff who home visit) A range of domestic abuse training, which is facilitated by the Blue Door, so we’ll be promoting that once dates are confirmed Other dates will be distributed in due course Safeguarding training at DSL meetings and what is provided through Helen and Andy is done under the auspices of the CMARS arrangements Looking to focus more of the quality and impact of training so we understand how it’s impacted on practice Any examples Funding Safeguarding partners have agreed funding up to the end of 2019/20 and current contributions are likely to remain, of which schools are a key contributor. Will be looking at what funding will look like from 2020. Might be opportunities for contributions in kind, with resources, training, venues, links to hub etc as well as or instead of actual funding Performance Lots of data, performance info and intelligence Trying to refine and restructure the framework so we’re more focussed on the analysis and evaluation, so looking at the story behind the figures rather than just to scores on the doors Stakeholder engagement and voice Did have a stakeholder partnership in November, at which schools were represented….did query about how schools featured in the new arrangements and this is still a work in progress, but a commitment to ensuring schools are visibly represented on the partnerships. Looking to develop the stakeholder partners to be a policy watch approach CMARS/hub linking into the DSL meeting more frequently goes toward strengthening these relationships with schoools direct and we are working more and more closely with Helen and Andy Early helps forums – looking to strengthen links with early help group So it’s about schools being visibly represented, but also about CMARS/hub coming to you more, but also finding ways of representing your views, challenges etc into the partnership arrangements Safeguarding practice reviews Improving Child Protection and Safeguarding Practice policies and procedures are now published Safeguarding partners and decision makers are meeting to clarify local arrangements
