Pressure Equipment (PED): Directive 97/23/EC on Pressure Equipment (PED): Assemblies --- Pressure Equipment Workshop, Warsaw 24-25 June 2004

Assemblies Several pieces pressure equipment , provided at least one item subject to ESRs of PED (general rule) the result is integrated the result is functional they are a whole they are assembled by a manufacturer NOTE : a- the assembly can be built in a workshop or on-site b- there is no upper limit to an assembly c- an assembly can be composed of smaller assemblies and items of pressure equipment d- when not placed on the market, assemblies are not covered

Assemblies: Examples Pressure cookers Fire extinguisher Bottles for breathing apparatus Autoclaves Valve systems Pressure regulators Pressure safety devices Boilers Steam generators Destillation columns Heat exchangers Refrigeration systems Air conditioning systems Turn-key plants etc.

Assemblies: Conformity Assessment: Global procedure (1) Assessment of each item making up the assembly (when not CE-marked yet) (2) Proper integration of these items - ESRs 2.3, 2.8 and 2.9 of annex I (3) Protection against exceeding permissible operating limits - essential requirements 2.10 and 3.2.3 of Annex I NB: (2), (3) determined by the highest category of PE concerned. ALL ESRs apply if corresponding hazards exist, see guideline 3/12!

Assemblies … must satisfy the essential requirements if - they are intended for generating steam or superheated water (T>110°C) and comprise fired/heated pressure equipment with risk of overheating (“boiler”, guideline 3/4) or if - they are placed on the market and put into service as assemblies Special provisions for warm water generators that are manually fed with solid fuel: always subject to ESRs 2.10, 2.11, 3.4, 5(a, d) of annex I, even if composed only of non-CE-marked “SEP items”

Assemblies: Guidelines Are joining operations on site covered by the PED ? Answer: Joining of items of pressure equipment on site are covered by the PED if and only if carried out under the responsibility of a manufacturer.

Assemblies: Guidelines suite... How are the categories of permanent joints in an assembly determined ? “Old” Answer: The permanent joints between the items of pressure equipment of an assembly fall into the highest category of the parts joined not taking account of the safety accessory. WPG revision of 15 June 2004 (to be confirmed by WGP): The category for permanent joints between the items of pressure equipment of an assembly shall be determined case by case, on the basis of the hazard analysis, taking into account the effect of the joining on the strength of each of the items to be joined. This category should be at least equal to the lowest category of the items to be joined…

Assemblies: Guidelines suite... Must a hydrostatic pressure test be carried out on an assembly and should the value laid down in section 7.4 then be followed ? Answer: Each item of pressure equipment making up the assembly and referred to in Article 3.1 shall meet Annex I, section 3.2.2, and the pressure containment aspects for the connects/joints should be assessed by appropriate methods, for example pressure test, NDT.

Assemblies: Guidelines suite... Is it possible to put assemblies on the market which are not CE-marked? Answer: Yes, for assemblies referred to in Article 3, paragraph 2.2 (but not for boilers!): if the intention of the manufacturer is to place on the market an assembly not to be put into service as such but to become part of a bigger assembly ...

Assemblies: Guidelines suite... When several items of pressure equipment are assembled by a manufacturer to constitute a functional whole, and when one or several of those items are excluded from the PED, is the resulting whole considered as an assembly covered by the PED ? Answer: The definition 2.1.5 of Article 1 does not prohibit non PED pressure equipment (pressurised equipment excluded by Article 1 paragraph 3) to be included in an assembly covered by the PED. In the case of a PED assembly, the global conformity assessment required by Article 10 paragraph 2 does not include the assessment of non-PED items of pressure equipment.

Assemblies: Guidelines suite... If an item of pressure equipment complies with national pre-PED regulations and is placed on the market on, or before, 29 May 2002, is it possible for it to be subsequently included in an assembly, which is placed on the market after 29 May 2002? Answer: Only if it is shown that such pre-PED item of pressure equipment also complies with the requirements of the directive. If an assembly, as referred to in Article 3, section 2, is placed on the market after 29 May 2002 then it must comply with the Directive...

Assemblies: Discussions Question: Are the pneumatic/hydraulic systems of a machine tool or the entire machine tool a PED assembly? Answer: Individual pressurised parts of the machine tools (piping, vessel, tools) are pressure equipment Discussion: Is the machine tool or part of it an “integrated, functional whole” in the sense of the PED?
