Overview The value of the process – or how to make it valuable When is a substantive change proposal needed? Principles of substantive change Tracking and timing Challenges and opportunities 3:35 MICHELLE - Should be about 3:35 at this slide

The Value Columbia’s “Journey of Substantive Change” This is a continual process Institutionalization is required Focus on building capacity in an effective manner 3:35 Dennis 3:35 – 3:40

Substantive Change: Value of the Process Why do we do this? ALL 3:40 – 3:50 (handoff from Dennis’ story) Valuing the Process – 10 min discussion about overall value 3:40 -3:50

Substantive Change: Some Basics When is a proposal needed? Susan (interactive, but quick) 3:50 – 4:00 Understanding the Basics (handout) 3:50 -4:00

Is a substantive change proposal needed? In response to SB 1440, a college removes all local graduation requirements from its existing degrees. Yes. No. It depends on what the local graduation requirements are. (1) B. No – this is a minor change. 1

Is a substantive change proposal needed? Rio Honda College decides to add degrees designed for transfer to is formerly all CTE offerings. Yes. No. It depends. (2) C. It depends – if this is a change in the college’s mission, then it is a substantive change. If this is just a re-packaging of existing courses, it is not. But, of course, the changes must be reported. 2

Is a substantive change proposal needed? MSJC adds two new requirements (6 units) to its 24 unit general education package. Yes. No. It depends. (3) B. No. F. Change in Credit Awarded An increase of 50% or more in the number of credit hours awarded for the successful completion of a program. 3

When should a substantive change proposal be submitted? As soon as the change is documented or submitted to the state for approval. When the change is planned. Three years prior to implementation of the change process. When a change is 1st proposed locally, that proposal should also be forwarded to ACCJC. (4) B – the proposal should be submitted before the change happens. The process is in place to ensure quality and capacity – this is needed once the change is formally planned locally. No need to bother ACCJC with ideas that may never see the light of day. 4

Is a substantive change proposal needed? Rio Hondo College plans to change its name to Rio Honda college. Yes. No. It depends on why the college is planning a name change. (5) A. Yes. The proposal must present evidence that it has made proper notification of its change of name, including notifying the USDOE if the institution participates in federal financial aid programs. Any change in name must be consistent with the institution’s mission. 5

Is a substantive change proposal needed? Mt. SAC changes a required 20 credit hours for an ECE certificate to 30 credit hours. Yes. No. It depends. (6) A – YES. F. Change in Credit Awarded An increase of 50% or more in the number of credit hours awarded for the successful completion of a program. 6

Is a substantive change proposal needed? San Diego City College is establishing a satellite site at SDSU where a student can complete 45% of a CCC degree. Yes. No. It depends. (7) B. No – but if that 45% moves up to 50%.. 7

Is a substantive change proposal needed? Napa Valley College plans to discontinue its vinification program. Yes. No. It depends on why the college is planning the change. (8) A. Yes. The college must demonstrate that it has a plan for meeting the needs of students currently in the program. 8

Is a substantive change proposal needed? Napa Valley College plans to add a brew master program to its offerings. Yes. No. It depends. (9) C – does this require additional resources, does it change the population served? 9

Is a substantive change proposal needed? A college that has always had a large basic skills program plans to introduce a HS diploma program. Yes. No. It depends. (10) A – Yes – as stated, it sounds like this is a new population. 9 15

Tie back to the ‘big picture’ 10
