MSSIS Maritime Safety & Security Information System Conceived by the U.S. Department of Transportation, NATO, and US Navy as an: Unclassified, multinational, freely shared, Automatic Identification System (AIS) network MSSIS Encourages Participation by all countries through data sharing in order to achieve the universal goal of a safer, more secure, global marine environment. MSSIS provides clients with real-time AIS data derived from shore side, waterborne, and airborne platforms. MSSIS is the Volpe Center’s fundamental Global Maritime Domain Awareness program MSSIS leveraged the Volpe Center’s experience. Not only does MSSIS provide its users with enhanced Maritime Domain Awareness capabilities, it is a diplomatic tool that helps to foster cooperation amongst nations in the larger goal of increasing the safety and security of world’s ocean’s and waterways. 3

MSSIS: What are the Key Benefits? Provides sponsor’s primary objective of achieving MDA (and all of its ancillary benefits – increased security, crime prevention (piracy, smuggling, terrorist threats, etc), better use of limited resources (focus on anomalous behavior, fewer boardings and recon). Participant nations are collaborating with each other through the sharing of info in order to achieve the common goal of safer and more secure oceans. This includes traditional and not-so-traditional partners working together and provides a blue-print for additional collaboration. Provides safety related benefits and increased efficiencies in operations (search and rescue, port and traffic management) Enabler for participants to achieve better maritime security (some members may have few resources to provide their own maritime security. MSSIS provides not only the real-time marine traffic data, but the tools – free software and in some cases, computers and AIS receivers – to achieve some basic maritime security – the resulting benefit: participants from emerging economies take a greater stake in securing their own waters leading to more favorable conditions for maritime trade.
