African proposal Countering spam Member States shall ensure that operating agencies take appropriate measures to prevent the propagation of spam including: to adopt national legislation to act against spam; to cooperate to take actions to counter spam; to exchange information on national findings/actions to counter spam. Article 7 [was 5B] Unsolicited bulk electronic communications Member States should endeavour to take necessary measures to prevent the propagation of unsolicited bulk electronic communications and minimize its impact on international telecommunication services.
