National Crop Insurance Programme Weather Based Crop Insurance Scheme(WBCIS) This scheme was implemented in 21 district covered in Rabi 2013-14- Alwar, Bharatpur, Baran, Bundi, Banswara, Dausa, Dholpur, Churu, Sikar, Bikaner, Karauli, Udaipur, Dungarpur, Sirohi, Jodhpur, Jhalawar, Ganganagar, Hanumangarh, Kota, Nagaur & Jaipur . Crops covered in kharif season: Bajra, Jowar, Maize, Moong, Moth, Urd, Cowpea, Paddy, Soyabean ,Ground nut, Til, Guar ,Cotton, Kinno (14) Crops covered in Rabi season :- Wheat, Barley, Gram, Mustard, Taramera, Cumin, Isabgol, Methi, Pea, Tomato, Potato, Coriander, Garlic, Amla (14)

Issues under NCIP The State Governments wants flexibility to adopt any or more of the existing crop insurance schemes. In case a new scheme is launched then also the State Government should have freedom to opt between the new scheme or the existing schemes.. Farmer share in premium rate under WBCIS may be kept as it was in NCIP before 1 November 2013. Crop insurance should be voluntary for loanee farmers. Premium Subsidy pattern should be same for WBCIS & MNAIS. 70% indemnity level may also be permitted for areas where the premium rate offered by the insurance companies is more than capping rate, instead of scaling down of sum insured.

Threshold yield may be calculated on the basis of continuous seven years without excluding two calamities years to avoid heavy loading in premium by insurance companies. Transparent procedure may be adopted by the insurance companies for settling claims. Information Technology may be used to avoid discrepancy. Weather data should be made available in public domain. Delay in settlement of claims by the insurance companies should be minimized.
