ENUMERATION OF ETHNIC/RELIGIOUS/LANGUAGE GROUPS CENSUS 2011 ALBANIA

CENSUS 2011, is a priority for Albanian Government It will be used in policy formulation for further development strategies addressing special needs The Census questionnaires are prepared by the INSTAT staff (considering Albanian context and EUROSTAT and international standards as well). The questionnaire includes the non core-topics such as ethnic group, religion, mother tongue and other language that you speak in your daily life.

Why Enumeration Of Ethnic/Religious/Language Groups Last figures on ethnic data collected in Albania corresponds to the Census of 1989. The registration of 1989 was based on the documents from the civil registry. The last census of April 2001, did not included the question on ethnicity or religion. As per the religion data the last registration corresponds to the 1950.

There is a need from these groups of interests for updating the situation concerning their presence in the Albanian population; There is a need also of the Albanian Government to fulfill the special needs of different groups along with the national policies toward European integration. It is expected to improve the exhaustiveness and quality of statistical data in the country, to make more informed policy decisions not only in the national level but also for special areas and groups.

The answer of those questions as all the other questions will be based on a free-declaration of the persons; There is also a possibility to choose the option: " prefer non to answer” After the consultations it is an option to consider the possibility to ask the information through “open questions”

INSTAT and GoA aims to develop the Census questionnaires in a most participatory manner as possible. A broad series of consultations is organizing with all relevant stakeholders. The purpose is to: - to ensure that all the information about the Census 2011 process is provided - present/discuss/consult the questionnaires with the purpose of improving the quality of questions and accuracy of the data to be collected from the registration - interests of different groups are included and reflected in every procedure taken during the census cycle - questionnaire is responsive to citizens’ rights in accordance to EU and International requirements.

The consultation process is forecasted to be concluded by the end of June 2010. The final revised Draft will be sent for final approval to the Central Census Commission. INSTAT is making use of all the informative means as electronic media and press to inform the public about the importance of the process and its implementation. INSTAT has published a special link to the official website particularly related to Census which is frequently updated with the developments of this process.
