Mission Increase access, affordability, and choice for individuals, families, and small businesses purchasing insurance in Colorado **C4 was established by state legislation in 2011 as a public, non profit entity. Altho we are not a state agency we are an instrumentally of the state governed by a Board of Directors with additional oversight by a legislative committee **Briefly explain our interaction with HCPF, counties, and DOI

What We Have Accomplished in Your 15 Counties 51, 924 enrollees living in your counties As of September 2015 we have enrolled 145, 850 and have served thousands more 2015 40% avg. increase in enrollments Saved enrolled residents $87, 416, 076 Through tax credits to lower monthly premiums 2014

Looking Ahead… We have made significant improvements as a state to reduce the uninsured rate, specifically for kids. According to the Colorado Health Institute’s Colorado Health Access Survey, only 2.5% of kids were uninsured in 2015. Result of…. CHP+ expansion in 2010 And in January 1 2014: State expanded Medicaid eligibility for adults up to 133% FPL State established a state based health insurance marketplace, Connect for Health Colorado, as a public non profit entity to serve individuals, families and small business purchasing health insurance Whatever we do as a state we DON’T want to go backwards! For the Marketplace we are focused on getting more Coloradans covered, specifically the hard to reach populations (young adults, latinos) and small business groups as well as improving the customer experience. Examples: We are making improvements to the eligibility application to make the application process smoother for customers who are likely to be eligible for the tax credit and private insurance. We are working on enhancing training and improving the tools our Customer Service Center uses so our team can be better prepared to help our customers apply and enroll. We are revamping our small group marketplace to better serve small businesses and their employees. 2015 Colorado Health Access Survey, Colorado Health Institute
