STATUTORY PUBLIC MEETING #1 November 16, 2017

Meeting Purpose PLEASE NOTE: The purpose of tonight’s Statutory Public Meeting is to: Provide a summary of the zoning by-law review process. Provide a summary of the proposed changes to the Zoning By-law. Hear any comments either in support or opposed to the proposed Zoning By-Law changes. PLEASE NOTE: There are no decisions being made today. A second Statutory Public Meeting is scheduled for November 29th, 2017. Comments will be recorded and changes to the final Draft may be undertaken in December 2017. Changes to the final Draft will be presented in a final report to Council in January 2017.

Background and Goals Project Goals: Background: Implement upper-tier plans and policies. Implement local strategies and planning documents. Maintain existing zoning regulations that already work. Address local issues and opportunities. Implement innovative and flexible zoning techniques. Eliminate duplication, redundancy, and contradictions.  Improve formatting, organization, accessibility, and interpretation. Identify issues that could be addressed through another process. Background: The Township’s Zoning By-law 19/85 is more than 30 years old. There have been over 215 amendments to the Zoning By- law. New legislative and policy documents have been put into place since its adoption. The Township has recently completed a number of local Strategies and Plans.

Work Program Summary Opportunities for Public Input Completed over 8 phases and a 16-month period. Phases 1-3 involved: Identifying issues with the existing by-law Recommending new approaches to address issues Phases 4-8 involved: Developing a new Zoning By-law Consulting on various Draft versions Opportunities for Public Input Project Steering Committee included residents and business owners Public Information Session: Oct. 20, 2016 Open House #1: Feb. 16, 2017 Open House #2: June 15, 2017 Open House #3: Sept. 28, 2017 Statutory Open House #4: Nov. 28, 2017 Notices sent by mail and email Brochures and newspaper ads Township website and www.puslinchforward.ca

Permitted Use and Zone Regulations are organized in tables for easier reference. Modernized and expanded definitions apply to all permitted uses (i.e., craft brewery, Farmer's Market, farm business). Separate section on Parking and Loading requirements. Defined terms bolded for convenience. Updated and colour zone mapping Schedules was prepared. Illustrations added to help clarify certain defined terms. Site-specific zone exceptions reviewed, updated, and organized in a separate section.

Key Changes: Permitted Uses and Standards ZONE STANDARDS: Maintained standards that are already working. New minimum lot size requirement for most zones. Updated other zone standards based on best practices: Reduced lot frontage, front yard, side yard, rear yard, and landscaped open space requirements Increased lot coverage Maximum building height Use-Specific Standards: Maintained for: salvage yards and EX1 Zone Introduced for: Farm Businesses PERMITTED USES: Updated in accordance with Provincial Planning Documents and Official Plan. Introduced new terms and defined uses. Added a wider range of permitted uses wherever possible and appropriate. ALL SITE SPECIFIC ZONES HAVE BEEN REVIEWED BASED ON A SET OF CRITERIA AND UPDATED (I.E., MAINTAINED OR ELIMINATED)

Key Changes: Mapping Zoning By-law maps updated: Implemented Official Plan mapping (NE Zone, EP Overlay, SPP Overlay) Pre-zoning in the Urban Centres (CMU, FD1 and FD2, IND) Overlays (Industrial Design, Flood Plain) Appendix 1: Conservation Authority Regulatory Limits

Next Steps Second statutory public meeting: November 29, 2017 Deadline for comments: November 30, 2017 Final revisions to address comments: December 2017 Final by-law and report to Council: January 11, 2018 Please Note: A third Statutory Public Meeting may be required if significant changes are made as a result of comments received.
