Project Management Controls System (PMCS) Project Controls Team PMCS Structure Rates, Escalation, Burdens Resource Loaded Schedule PMCS Utility Demonstration

PMCS Team The PMCS group is composed of 6 Project Controls/Scheduling analysts The PMCS group supports the LCLS Division LCLS LUSI The PMCS group is a mix of contract labor through Deltek, Inc., and SLAC employees.

The PMCS team supports the Project Office and CAMs The team supports both the LCLS and LUSI projects The same tools and processes are used for both the LCLS and LUSI projects

Rebaseline! LCLS just completed a rebaseline of the project Lengthy FY07 Continuing Resolution resulted in approval to rebaseline. LCLS CD4 moved from March 2009 to July 2010 Total Project Cost (TPC) went from $379M to $420M Total Estimated Cost (TEC): $315M to $352M Other Project Cost (OPC): $64M to $68M Rebaseline completed and approved January 2008 Data for this review is from month ending February 2008

PMCS System Architecture

Rates, Escalation, Burdens Rates, Escalation and Burdens are reviewed regularly and updated as needed to provide the most accurate cost baseline. Have defined SLAC, ANL, and LLNL rate structures (for LCLS). Buildup of fully burdened rate is performed in Cobra Overhead: OPC Labor @ 40% Overhead: TEC Non-Labor @ 4.32%, OPC Non-Labor @ 5.04% SLAC/LLNL Escalation rates @ 4.0%/Year ANL Escalation rates @ 4.5%/Year M&S Escalation Rates use DOE guidelines Basis for Escalation Rates consist of: Laboratory published escalation rates DOE Escalation guidelines P3 provides the budgeted quantities for each planned resource to Cobra.

The LCLS P3 Schedule Database consists of 5426 activities EVMS Statistics The LCLS P3 Schedule Database consists of 5426 activities Cobra Database consists of 602 control accounts and 2921 workpackages Every resource loaded task in P3 becomes a work package in Cobra (exception is Turner schedule) Turner Schedule uploaded into P3 database for critical path analysis only.

Configuration Controlled Milestones Defined Level 1, 2, 3 Milestones Level 1 controlled by DOE Acquisition Executive Level 2 controlled by DOE Federal Project Director Level 3 controlled by LCLS Project Manager Level 1-3 Milestones are under formal configuration control.

Integrated Schedules

Critical Path Analysis Top three critical paths are run and analyzed All constraints removed from database except Funding constraints Shutdown constraints Top three paths to CD4 are calculated and reviewed each month.
