Methodology Qualitative analysis of requests Data sourced from the Scottish Information Commissioner, Scottish Natural Heritage and Scottish Environment Protection Agency Surveys and interviews with members of the public and public authorities

Emerging Findings - Users Motives for using the right Environmental in nature? The impact of user motive on how environmental information is used

Emerging Findings – Proactive Disclosure The initial step in accessing environmental information Do users views themselves as users? Does this lead to fewer requests for environmental information being submitted?

Emerging Findings – Disclosure on Request Partial disclosure: limited use to users Fees and fee schedules Does practice match theory?

Emerging Findings – Public Participation Users see limited opportunities to participate in environmental decisions Limited evidence of impact on Scottish public authorities
