Human Resources Services WHY? –Systems/Services –OPM recognized benefits of consolidating from 22 down to 4 payroll offices and decided to pursue consolidation of services –NFC as a Shared Service Center must provide services

Human Resources Services HOW? –650 OPM Short-Term/Core Requirements –Memorandum of Understanding (MOU) signed with Animal & Plant Health Inspection Service (APHIS) PAR Processing –Process PAR actions, payroll forms –Process actions related to settlement cases –Verify employment if necessary Benefits Management –Determine eligibility for benefits –Prepare CSRS/FERS annuity estimates –Process retirements

Human Resources Services –MOU signed with APHIS (contd) Classification –Provide consultation services to management officials –Conduct reviews/audits of positions –Process realignments Staffing –Staffing/Employment advisory support –Code/authorize Request For Personnel Action (Form SF-52) –Conduct RIF Compensation Management –APHIS partnership was low risk and quick to market
